Job Overview:
The Youth Employability and Empowerment Officer will play a crucial role in the Employability and Empowerment of youth in crisis programme, which aims to increase professional readiness among disadvantaged young people in Lebanon. This position focuses on empowering youth to become active members of their communities by providing them with opportunities for second-chance education, gender-transformative skills, and access to decent income-generating activities. The officer will work under the supervision of the Adolescent Development Specialist NOC (Chief) and will be responsible for the implementation of the employability and Work-Based Learning (WBL) programme. Key responsibilities include conducting field visits, updating market assessments, designing new phases of the programme, managing data and reporting project activities, and monitoring the rollout of tools developed for the programme. The officer will also provide operational and administrative support throughout the program cycle, ensuring that the WBL programme aligns with the overall objectives of the youth programme in Lebanon.

Duties and Responsibilities:
  • Support the development and planning of the employability programme, ensuring alignment with UNICEF's strategic goals.
  • Manage the implementation of the employability programme, monitoring progress and delivery of results.
  • Provide technical and operational support for the effective implementation of the employability programme.
  • Build and maintain partnerships with stakeholders, including private sector companies, to enhance programme outcomes.
  • Engage in innovation and knowledge management to improve programme effectiveness and capacity building.
  • Conduct regular field visits to assess programme impact and gather feedback from participants.
  • Update market assessments to ensure the programme remains relevant to the needs of youth in Lebanon.
  • Design and implement new phases of the programme based on evaluation findings and emerging trends.
  • Manage data collection and reporting for project activities, ensuring accuracy and timeliness. 1
  • Monitor the rollout of tools and resources developed for the programme, providing support as needed.

Required Qualifications:
  • A University Degree in social science (psychology, social science, management) or a related field.
  • A minimum of one year of professional experience in employability, social development planning, and management in youth economic engagement programmes.
  • Relevant experience in skilling and work-based learning programme/project development and management, preferably within a UN system agency or organization.
  • Proven experience in designing market-driven, competency-based training programs targeting vulnerable youth in humanitarian and/or development contexts.
  • Demonstrated ability to manage multiple partners and stakeholders in complex and dynamic environments.
  • Technical experience in developing employability and skilling programmes with sensitive donors is highly desirable.
  • Strong writing, data processing, analytical skills, and communication skills are essential.

Educational Background:
Candidates must possess a University Degree in social science, which may include fields such as psychology, social science, management, or any related discipline. This educational background is crucial for understanding the complexities of social development and youth engagement.

Experience:
The position requires a minimum of one year of professional experience in the field of employability and social development, particularly in planning and managing youth economic engagement programmes. Candidates with relevant experience in skilling and work-based learning programme/project development and management, especially within a UN system agency or organization, will be given preference. Experience in designing market-driven training programs targeting vulnerable youth in humanitarian or development contexts is also highly valued.

Languages:
Fluency in English and Arabic is required for this position, as effective communication with local stakeholders and beneficiaries is essential. Proficiency in French is considered an asset, as it may enhance communication with a broader range of partners and stakeholders.
