Job Overview: The Senior CBI Assistant position is crucial within UNHCR Jordan, which manages one of the largest cash assistance programs globally. The incumbent will primarily co-lead the management of ATM cards and coordinate with the PIN focal point to assist beneficiaries who face challenges in withdrawing their cash assistance. This role requires strong data management skills to handle an average of 50–100 ATM cards and PINs, along with approximately 5,000 referrals monthly, primarily from the UNHCR Helpline. The position also involves monitoring the cash distribution network, addressing issues raised by refugees and community leaders, and escalating critical concerns to management. The incumbent will work closely with various UNHCR units and external financial service providers to resolve issues related to cash assistance delivery, ensuring that the program runs smoothly and effectively.
Duties and Responsibilities: The duties and responsibilities of the Senior CBI Assistant include coordinating data collection and eligibility determination for cash assistance with relevant partners and contractors. The incumbent will assist in monitoring the implementation of the cash assistance program, including the delivery of assistance items and conducting home visits. They will be responsible for exporting and managing data related to cash assistance delivery, performing data analysis and reporting as required. The role also involves coordinating with banks and other institutions regarding cash delivery issues, receiving queries from internal UNHCR units and external agencies, and ensuring proper filing and record-keeping. The incumbent will liaise with persons of concern (POC), assistance beneficiaries, and partners, directing unresolved incidents to the supervisor. Additionally, they will support risk management and decision-making processes in their area of responsibility, ensuring that risks and concerns are communicated to supervisors or relevant colleagues.
Required Qualifications: The position requires a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include computer skills, particularly knowledge of database applications, and desirable qualifications include knowledge of UNHCR programs and experience working with UNHCR contractors and partners. Familiarity with cash-based interventions and proficiency in MS Excel and MS Access are also important.
Educational Background: Candidates must possess a High School Diploma as a minimum requirement, with a Bachelor’s degree in Business Administration, Law, or Political Science being preferred. Certifications in these fields are considered essential for the role, as they provide the necessary background for understanding the complexities of cash-based programming and the legal frameworks surrounding refugee assistance.
Experience: The position requires candidates to have at least 2 years of relevant experience in a similar role, particularly in cash assistance programs or related fields. Experience working with UNHCR or similar organizations is highly desirable, as it provides insight into the operational context and the specific challenges faced in delivering cash assistance to refugees and displaced persons.
Languages: Knowledge of English is mandatory, along with the UN working language of the duty station, which is Arabic in this case. For General Service jobs, proficiency in English and/or the UN working language is required. Knowledge of local languages is considered an asset, as it can enhance communication with beneficiaries and local partners.
