Job Overview: The Associate Research Co-ordinator position is a short-term role within the Human Rights Department (HRD) of the ODIHR, focusing on monitoring and analyzing potential violations of international human rights law (IHRL) and international humanitarian law (IHL). The successful candidate will engage in open-source monitoring, gathering and analyzing data from various publicly available sources, including social media and satellite imagery. This role is critical in responding to the evolving human rights landscape, particularly in the context of the ongoing war in Ukraine. The position requires a proactive approach to identifying trends in human rights violations and developing actionable recommendations based on thorough research and analysis. The Associate Research Co-ordinator will work closely with the Deputy Head of the HRD and contribute to the overall mission of the ODIHR in promoting human rights and democratic values across the OSCE region.
Duties and Responsibilities: The Associate Research Co-ordinator will be responsible for a variety of tasks, including: coordinating the identification of emerging human rights concerns and violations; developing work plans and timelines for research studies; conducting desk research and facilitating team discussions; collecting and analyzing information to support research efforts; providing legal analysis and recommendations; compiling information into briefings for ODIHR leadership; coordinating the drafting of reports to ensure quality; advising on human rights monitoring activities; evaluating research processes and producing reviews; assisting in drafting statements and social media content; supporting investigations and case file development; conducting interviews with survivors and witnesses; drafting progress reports for donors; managing urgent tasks based on situational awareness; and participating in meetings with external partners.
Required Qualifications: Candidates must possess a second-level university degree in law, political science, international relations, or a related field. A first-level university degree combined with two additional years of relevant experience will also be accepted. Additionally, candidates should have a minimum of five years of progressively responsible professional experience in international human rights law and IHL, preferably in an international context. Demonstrated experience in research, legal analysis, and team management is essential. Proficiency in Microsoft Office and experience with trauma-informed interviewing are advantageous. Completion of Hostile Environment Awareness Training or equivalent is also considered an asset.
Educational Background: The educational background required for this position includes a second-level university degree in relevant fields such as law, political science, or international relations. Candidates with a first-level university degree and additional relevant experience may also qualify. The emphasis is on a strong foundation in human rights law and international humanitarian law, as well as research methodologies pertinent to these areas.
Experience: The position requires a minimum of five years of professional experience in international human rights law and international humanitarian law. Candidates with a first-level university degree must have at least seven years of relevant experience. Experience should include conducting research on human rights issues, providing legal analysis in crisis situations, and drafting or reviewing research documents for publication. Experience in managing or coordinating team efforts is also necessary.
Languages: Excellent oral and written communication skills in English are mandatory. Knowledge of other languages spoken in the OSCE region, particularly Russian and Ukrainian, is considered an asset and may enhance a candidate's suitability for the role.
Additional Notes: This is a fixed-term contract position with a duration of 5 months and 29 days, with the possibility of extension for an additional 5 months and 29 days. The position is full-time and is classified at the P3 professional level within the OSCE. The monthly remuneration is approximately EUR 7200, and OSCE salaries are exempt from taxation in Poland. Social security benefits include participation in the Cigna International medical insurance scheme.
