Job Overview:
The Project Manager – Maternal and Child Health (MCH) is responsible for leading and managing EpiC’s maternal and child health initiatives in Cambodia. This role involves planning, implementing, and monitoring a comprehensive MCH work plan that aligns with national priorities and donor requirements. The Project Manager will work closely with the Ministry of Health, National Maternal and Child Health Center, and various stakeholders to ensure that EpiC’s contributions effectively address priority gaps in maternal, newborn, child, and adolescent health. The position requires strategic, technical, and operational oversight of MCH interventions, ensuring high-quality implementation and reporting, managing budgets and subcontracts, and serving as a liaison among government, donors, and partners. The Project Manager will also be responsible for developing project management plans, monitoring project progress, and ensuring compliance with national policies and donor priorities.

Duties and Responsibilities:
The Project Manager will lead the day-to-day planning and implementation of EpiC’s MCH work plan, ensuring timely delivery of activities within scope and budget. Responsibilities include translating strategic objectives into detailed implementation plans, monitoring project progress, overseeing multiple projects, and providing guidance to project staff. The role also involves establishing communication schedules, determining resource requirements, executing projects according to plans, and authoring reports for management and funders. The Project Manager will provide technical oversight to ensure evidence-based and gender-responsive MCH interventions, monitor budget expenditures, and manage financial records. Additionally, the position requires overseeing routine monitoring of MCH activities, contributing to documentation of lessons learned, and leading high-quality technical and financial reporting.

Required Qualifications:
Candidates must possess a Master’s degree in public health, maternal and child health, medicine, nursing, or a related field. A minimum of 7–10 years of progressively responsible experience in maternal, newborn, child, and adolescent health programming in low- and middle-income countries is required. Demonstrated experience managing donor-funded projects, particularly under U.S. Government funding mechanisms, is essential. A strong understanding of Cambodia’s health system and national MCH policies is preferred, along with experience managing budgets and multi-partner initiatives. Proven ability to work effectively with government counterparts, donors, and local and international partners is also necessary.

Educational Background:
The position requires a Master’s degree in public health, maternal and child health, medicine, nursing, or a related field. This educational background is crucial for understanding the complexities of maternal and child health programming and for effectively managing related projects.

Experience:
The ideal candidate should have at least 7–10 years of progressively responsible experience in maternal, newborn, child, and adolescent health programming, particularly in low- and middle-income countries. Experience managing donor-funded projects, especially those funded by the U.S. Government, is highly desirable. Familiarity with Cambodia’s health system and national MCH policies is preferred, as is experience in managing budgets and multi-partner initiatives.

Languages:
Excellent written and verbal communication skills in English are mandatory, while proficiency in Khmer is considered an asset. The ability to communicate effectively with diverse stakeholders is crucial for the success of the role.

Additional Notes:
This position may require travel of 10% - 25%. The job is based in Phnom Penh, Cambodia, and is a full-time role.
