Job Overview:
The Senior Technical Officer plays a crucial role in supporting evidence-based public health messaging and community engagement efforts. This position is responsible for providing technical expertise and hands-on implementation for social and digital media activities across various projects. The officer will work closely with the EMCE Team Leader and project teams to ensure that the implementation of strategies is technically sound, aligned with organizational strategies, and informed by data-driven analysis. The role also involves contributing to business development efforts, including opportunity identification, proposal development, and strategic partnerships. The Senior Technical Officer is expected to demonstrate increasing proficiency in relevant technical areas and support the overall objectives of the organization in addressing health inequities.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for a wide range of duties, including supporting the technical implementation of EMCE activities, providing guidance to project staff and partners, and assisting in the design and evaluation of innovative EMCE strategies. The officer will compile and synthesize evidence to inform messaging, contribute to the development of training materials, and help establish community engagement mechanisms. Additionally, the role involves monitoring project protocols, analyzing implementation quality, assisting with content development for social and digital media, and participating in presentations and discussions with stakeholders. The officer will also support project design implementation, reporting, quality assurance, and operations management, ensuring compliance with organizational standards and donor requirements.

Required Qualifications:
Candidates must possess a Bachelor’s degree or international equivalent in Communications, Public Health, Community Engagement, Digital Media, or a related field. An equivalent combination of relevant education and experience may also be considered. The position requires excellent oral and written communication skills, strong project management and analytical skills, and in-depth knowledge of the digital media landscape. Proficiency in Microsoft Office 365 and common collaboration tools is essential, along with the ability to analyze data and prepare reports. Sensitivity to cultural diversity and understanding of political and ethical issues in the assigned areas are also important qualifications.

Educational Background:
A Bachelor’s degree or international equivalent in a relevant field such as Communications, Public Health, Community Engagement, Digital Media, or a related discipline is required. Candidates with an equivalent combination of education and experience that enables them to successfully perform the key responsibilities of the job will also be considered.

Experience:
Typically, candidates should have at least 6 years of relevant experience in managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is preferred. Experience in international or domestic program development or program management is also advantageous, as it aligns with the responsibilities of the Senior Technical Officer role.

Languages:
Fluency in Khmer and English is preferred for this Cambodia-based role. Candidates should possess strong communication skills in both languages to effectively engage with clients, communities, and staff.

Additional Notes:
The position may require travel of approximately 10% to 25%. The job is based in a typical office environment, and candidates should be prepared for the physical demands of the role, including the ability to spend long hours at a computer and perform repetitive tasks.
