Job Overview:
As a Private Sector Development Specialist at ADB, you will play a pivotal role in supporting the Southeast Asia Department (SERD) in the development and implementation of private sector development (PSD) strategies. Your responsibilities will include collaborating with various departments and resident missions to assess private sector conditions and develop actionable strategies that align with country partnership strategies. You will also be involved in identifying, designing, processing, implementing, and evaluating projects aimed at promoting innovative financing solutions in ADB's developing member countries. This position requires a strong understanding of ADB's lending products and the ability to work closely with stakeholders to ensure that PSD activities are aligned with climate change initiatives and other thematic approaches. You will be expected to provide leadership and support to junior team members, ensuring their ongoing development and performance management.

Duties and Responsibilities:
The duties and responsibilities of the Private Sector Development Specialist include:
  • Collaborating with resident missions and sector groups to conduct private sector assessments that lead to the development of clear and actionable PSD strategies.
  • Working closely with the climate change team to ensure that PSD activities align with ADB's climate change approaches.
  • Supporting the identification, design, processing, implementation, and evaluation of projects that promote innovative financing solutions.
  • Advising on the use of ADB's lending and credit enhancement products, including local-currency financing and blended finance structures.
  • Liaising with relevant departments to foster a collaborative approach across ADB, particularly in relation to sub- and non-sovereign interventions.
  • Building and maintaining strong relationships with colleagues, private sector clients, government officials, and consultants to facilitate project execution.
  • Supporting knowledge dissemination activities and preparing knowledge products in collaboration with relevant ADB departments.
  • Managing individual consultants and consulting firms, including designing terms of reference for specialized services.
  • Providing leadership and support to reporting staff, overseeing their performance and development. 1
  • Performing other tasks as assigned by SERD management.

Required Qualifications:
To qualify for the position, candidates must possess a university degree in business, public policy, finance, or a related field, preferably at the postgraduate level. Additionally, candidates should have at least 6 years of relevant experience, ideally in management consulting with a top-tier firm or investment banking at a leading global bank. Practical knowledge of credit enhancement and commercial lending products is essential, along with experience in formulating and processing innovative projects and financial strategies. Familiarity with multilateral development banks' processes and financing products is desirable, as is the ability to communicate effectively in English, both written and verbally.

Educational Background:
Candidates are required to have a university degree in a relevant field such as business, public policy, or finance. A postgraduate degree or equivalent qualification is preferred, as it demonstrates a higher level of expertise and understanding of complex financial and development issues.

Experience:
The position requires a minimum of 6 years of relevant experience in fields such as management consulting or investment banking. Candidates should have a proven track record of working with credit enhancement products and commercial lending, as well as experience in developing innovative funding structures, particularly in transition economies. Familiarity with the processes and products of multilateral development banks is also advantageous.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills necessary for delivering presentations and engaging with stakeholders. Additional language skills may be considered an asset, particularly those relevant to the Asia-Pacific region.

Additional Notes:
This is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), which aims to enhance in-house expertise. The position may require occasional short-term assignments in other departments or offices.
