Job Overview:
The Internal Investigation Officer position is a vital role within the newly established Internal Investigation Unit of the EIB's Inspectorate General Directorate. The primary function of this role is to conduct thorough investigations into allegations of staff misconduct within the EIB Group. This includes adherence to internal rules, policies, and procedures such as the Anti-Fraud Policy and the Staff Code of Conduct. The officer will work closely with the Head of the Internal Investigation Unit and will be responsible for ensuring that investigations are conducted efficiently, fairly, and in compliance with EIB processes. The role requires regular interaction with various stakeholders, both internal and external, to gather information and evidence related to allegations. The officer will also contribute to the development of new measures based on investigation experiences and help raise awareness of integrity-related matters within the organization.

Duties and Responsibilities:
The Internal Investigation Officer will have a comprehensive set of responsibilities, including: conducting investigations into allegations of misconduct, ensuring investigations are efficient and fair; contacting complainants and relevant parties to gather information; analyzing evidence from various sources; interviewing witnesses and subjects while maintaining confidentiality; documenting case decisions to provide an audit trail; preparing detailed reports on findings and recommendations; monitoring the implementation of actions post-investigation; contributing to policy development; and collaborating with internal and external partners to enhance investigation processes.

Required Qualifications:
Candidates must possess a university degree, preferably in investigations, law, or a related field. A minimum of 5 years of relevant professional experience in investigation, prosecution, criminal analysis, or forensic audit is required. Preference will be given to those with more senior experience. Knowledge of investigation methodologies and a strong background in conducting assessments into fraud, corruption, harassment, and breaches of conduct are essential. Experience in investment banking, procurement procedures, and infrastructure projects will be considered advantageous. Strong analytical and critical-thinking skills are necessary, along with proficiency in Microsoft Office and familiarity with analytical software.

Educational Background:
A minimum educational requirement is a university degree equivalent to a Bachelor's degree in a relevant field such as investigations, law, or a related discipline. This educational background is crucial for understanding the complexities of investigations and the legal frameworks involved.

Experience:
The position requires at least 5 years of relevant professional experience in fields such as investigation, prosecution, criminal analysis, or forensic audit. Candidates with experience working as investigators in international organizations will have an advantage. The role demands a strong understanding of investigation methodologies and the ability to conduct thorough assessments and investigations into various forms of misconduct.

Languages:
Proficiency in English and/or French is essential, with a good command of the other language being beneficial. Knowledge of additional EU languages is considered an asset. Proficiency is defined as achieving level 5 in the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
