Job Overview:
The EMCE Team Leader is responsible for driving evidence-based public health messaging and community engagement efforts. This role involves providing technical guidance and hands-on leadership for social and digital media across various projects. The Team Leader will shape EMCE strategies and lead the design, delivery, and ongoing improvement of community engagement and digital media activities, with a strong emphasis on elevating the voices and leadership of communities most affected by health inequities. The position requires ensuring that implementation is technically sound, aligned with organizational strategies and standard operating procedures (SOPs), and supported by data-driven analysis, learning, and reporting. Additionally, the Team Leader will contribute to business development efforts, including opportunity identification, capture, proposal development, and strategic partnering.

Duties and Responsibilities:
The EMCE Team Leader will provide project staff and partners with technical direction and guidance on EMCE in line with expected outcomes, including capacity building on evidence-based messaging and community engagement approaches. Responsibilities include conceptualizing, designing, piloting, and evaluating innovative EMCE strategies, materials, and tools to reach key beneficiaries and service providers while ensuring adherence to global and national guidelines. The Team Leader will synthesize evidence to inform message framing and content, develop training materials, establish community engagement mechanisms, monitor project protocols, and lead strategic planning for social and digital media activities. The role also involves conducting analysis of implementation quality, developing evaluation plans, coordinating social media buys, and representing the project at national/regional technical working groups.

Required Qualifications:
Candidates must possess a Bachelor’s degree or international equivalent in Communications, Public Health, Community Engagement, Digital Media, or a related field, with a Master’s degree preferred. Project Management (PM) certification is also preferred. The ideal candidate should have demonstrated experience in writing and executing EMCE strategies and social/digital media plans, excellent communication skills, strong project management abilities, and in-depth knowledge of the digital media landscape. Proficiency in Microsoft Office 365 and common collaboration tools is essential, along with the ability to analyze data and prepare reports.

Educational Background:
A Bachelor’s degree in a relevant field such as Communications, Public Health, Community Engagement, Digital Media, or a related area is required. A Master’s degree is preferred, along with Project Management certification. An equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job is also acceptable.

Experience:
Typically, candidates should have 10+ years of relevant experience managing EMCE programs and social/digital media for public health campaigns or social marketing. Experience in conceptualizing, developing, implementing, and evaluating EMCE strategies, materials, and tools is essential, along with familiarity with analytics platforms and paid media management. The ability to communicate effectively and professionally with clients and staff is crucial.

Languages:
Fluency in Khmer and English is preferred for Cambodia-based roles. Candidates should demonstrate excellent oral and written communication skills, with the ability to communicate clearly with clients, communities, and staff.
