Job Overview:
The consultancy position is part of the BRACE project, a six-year initiative funded by the Green Climate Fund (GCF) aimed at enhancing the resilience of education systems and communities in Cambodia, South Sudan, and Tonga against climate change impacts. The consultancy will involve conducting a series of assessments and evaluations throughout the project duration, including a baseline assessment, interim evaluations, and a final impact evaluation. The consultancy firm or consortium will be responsible for developing a Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework that aligns with the project's objectives and the GCF Integrated Results Management Framework. This role is crucial in ensuring that the project meets its goals and effectively supports over 608,000 direct beneficiaries and 8.6 million indirect beneficiaries.

Duties and Responsibilities:
The consultancy will encompass a range of duties and responsibilities, including:
  • Conducting a baseline assessment in Year 1 to establish initial conditions and benchmarks.
  • Developing a comprehensive MEAL Framework that operationalizes the BRACE logical framework.
  • Performing an interim process and outcomes evaluation in Year 2.5 to assess progress and make necessary adjustments.
  • Executing a final outcomes evaluation in Year 5 to measure the overall impact of the project.
  • Carrying out an impact evaluation in Cambodia, which is mandatory, to be finalized in Year
  • Creating harmonized assessment and evaluation methods across the three countries involved.
  • Recruiting and training local enumerators in line with Save the Children’s Localisation Policy.
  • Collecting data in local languages and ensuring analysis and reporting are conducted in English, along with local-language summaries as requested.
  • Adhering to Save the Children’s safeguarding, ethics, and data protection standards throughout the consultancy. 1
  • Writing reports, validating findings, and disseminating results with project partners. 1
  • Delivering clean datasets, codebooks, and analysis scripts to ensure reproducibility of results.

Required Qualifications:
Candidates must possess a strong understanding of monitoring and evaluation methodologies, particularly in the context of education and climate resilience. They should demonstrate experience in conducting evaluations for large-scale projects, preferably in international development settings. Familiarity with the Green Climate Fund's requirements and frameworks is highly desirable. Additionally, candidates should have a proven track record of working collaboratively with diverse stakeholders, including government agencies, NGOs, and local communities. Strong analytical skills, attention to detail, and the ability to communicate findings effectively are essential for this role.

Educational Background:
A master's degree or higher in a relevant field such as international development, education, social sciences, or a related discipline is required. Candidates with additional certifications in monitoring and evaluation or project management will be given preference. A strong academic background that demonstrates knowledge of climate change impacts on education systems will be advantageous.

Experience:
Candidates should have at least 5-7 years of relevant experience in monitoring and evaluation, particularly in the context of education and climate resilience projects. Experience working in the countries involved in the BRACE project (Cambodia, South Sudan, and Tonga) is highly desirable. Proven experience in managing complex evaluations and assessments, including baseline studies and impact evaluations, is essential. Familiarity with local contexts and challenges faced by communities in these regions will be beneficial.

Languages:
Fluency in English is mandatory, as all reporting and analysis will be conducted in this language. Proficiency in local languages spoken in Cambodia, South Sudan, and Tonga is highly desirable, as data collection will involve local communities and stakeholders. Candidates who can demonstrate multilingual capabilities will have an advantage in this consultancy role.
