Job Posting Organization:
The consultancy is being conducted in collaboration with the Ministry of Health and Medical Services (MoHMS) of Fiji, which is dedicated to improving health outcomes for all Fijians. Job Overview:
The consultancy aims to support the Ministry of Health and Medical Services (MoHMS) in Fiji by developing a comprehensive, adolescent-responsive national approach to sexual and reproductive health (SRH), HIV, sexually transmitted infections (STI), blood-borne viruses (BBV), and tuberculosis (TB) programming. The consultant will provide senior technical leadership and systems guidance, focusing on integrating these health services across various platforms, including clinics, schools, and community-based organizations. The role emphasizes the importance of evidence-based interventions that are rights-affirming and aligned with WHO and UNAIDS guidance. The consultant will also mentor national health officers to enhance local capacity and ensure sustainable program management beyond the consultancy period. This position is crucial in addressing the evolving HIV situation in Fiji, particularly among adolescents who face unique barriers to accessing health services.

Duties and Responsibilities:
The consultant will be responsible for conducting a national situational analysis to assess the current state of adolescent-responsive SRH, HIV, STI, BBV, and TB programming in Fiji. This includes producing a situational analysis report that outlines epidemiological trends and service coverage, as well as identifying policy and program gaps. The consultant will also revise national service delivery guidelines to ensure they are inclusive of adolescent needs and establish a multi-sectoral coordination mechanism for improved service delivery. Additionally, the consultant will develop training curricula for health workers, conduct training sessions, and create supportive supervision tools to enhance service delivery standards. The role will involve promoting adolescent participation in program planning and accountability, as well as developing a capacity development plan for national health officers. The consultant will also document key findings and recommendations to institutionalize adolescent-responsive programming within the MoHMS.

Required Qualifications:
The position requires a Bachelor's degree in medicine, public health, or a related field as essential qualifications. A postgraduate qualification in one of these fields is desirable. The consultant must possess strong technical expertise in adolescent-responsive SRH, HIV, STI, BBV, and TB programming, with proven experience in policy and strategy development. The ability to design and implement training and mentoring programs for health workers is essential, along with strong skills in multisector coordination and adolescent engagement in health programming. Excellent analytical, communication, and report writing skills are also required, including the ability to prepare assessments and policy briefs. Familiarity with health systems strengthening and quality improvement is desirable, as is knowledge of mental health and gender-based violence within adolescent health programming.

Educational Background:
The educational background required for this consultancy includes a Bachelor's degree in medicine, public health, or a related field as a minimum requirement. A postgraduate qualification in one of these areas is considered an asset, enhancing the candidate's expertise and ability to contribute effectively to the consultancy's objectives.

Experience:
The consultant must have at least seven years of progressive experience in adolescent and youth health, specifically in adolescent-responsive SRH, HIV, STI, BBV, and TB programming. This experience should include demonstrated success in supporting governments to adapt global best practices to local contexts, particularly in resource-constrained settings. Familiarity with the UN system and experience working in Pacific Island health contexts are desirable but not mandatory. The consultant should have a proven track record of building sustainable, integrated, and rights-based service delivery systems for adolescents.

Languages:
Expert knowledge of English is essential for this position, as it is the primary language of communication within the consultancy and for reporting purposes. Proficiency in additional languages relevant to the Fijian context may be considered an asset but is not mandatory.

  • The consultant will be required to provide a medical certificate of fitness for work and may need to travel within Fiji as part of their duties. The remuneration for this position falls within Band level B, with a daily wage rate ranging from USD 350 to 49
  • Additionally, living expenses will be provided based on the daily subsistence allowance for Suva, Fiji. The consultant will work under the supervision of designated public health specialists from WHO and will be expected to produce various reports and documentation throughout the consultancy period.
