Job Overview: The Associate Supply Chain Officer will work under the overall supervision of the Chief of Mission and direct supervision of the Supply Chain Officer. This position involves close collaboration with the Regional Office in Cairo, Egypt, and coordination with the Supply Chain Division at Headquarters. The primary responsibility of the Associate Supply Chain Officer is to manage supply chain activities in alignment with Supply Chain Management (SCM) objectives, ensuring the delivery of quality goods and services to beneficiaries at optimal prices and in a timely manner. The role includes conducting logistics capacity assessments and market research to inform decision-makers about local market trends. The Associate Supply Chain Officer will support the coordination of supply chain management tasks, including planning, budgeting, and scheduling the provision of goods and services required by the Country Office. Additionally, the officer will prepare progress reports, statistical information, and briefing notes as needed, and provide guidance to staff on related policies and regulations. Identifying supply chain bottlenecks and proposing operational solutions to enhance efficiency and timely delivery of goods and services is also a key aspect of this role.
Duties and Responsibilities: The duties and responsibilities of the Associate Supply Chain Officer include: assisting the Supply Chain Officer in logistics capacity assessments and market research; coordinating supply chain management tasks and activities; preparing progress reports and statistical information; supporting supply chain activities such as planning, procurement, warehouse management, transport and distribution, fleet, assets, and facilities management; identifying supply chain bottlenecks and proposing operational solutions; reviewing procurement requests and maintaining the vendor list; soliciting bids and quotations; processing procurement transactions; ensuring compliance with procurement rules and regulations; preparing and administering contracts, including Long-Term Agreements and Service Level Agreements; ensuring timely submission of asset, procurement, and other reports; and performing other duties as assigned.
Required Qualifications: The required qualifications for the Associate Supply Chain Officer position include a Master's degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a Bachelor's degree in the above fields with two years of relevant professional experience is acceptable. Candidates should have knowledge of IOM/UN internal procurement and financial rules, as well as IOM's systems and processes relevant to procurement and logistics. Excellent computer literacy and familiarity with Oracle systems are advantageous. Candidates must demonstrate strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment.
Educational Background: Candidates must possess a Master's degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution. Alternatively, a Bachelor's degree in the aforementioned fields, combined with two years of relevant professional experience, is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.
Experience: Candidates should have experience supporting procurement and logistics operations, as well as experience assisting with the coordination of vendors and suppliers. Contributing to team activities and demonstrating the ability to work effectively in a collaborative environment is essential. Experience in preparing reports and managing supply chain activities will be beneficial for this role.
Languages: Fluency in English and Arabic or French is required for this position, both in oral and written communication. IOM's official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages. A working knowledge of another official UN language, such as Chinese, Russian, or Spanish, is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-1 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. This selection process may also be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment to similar positions for a period of 24 months.
