Job Overview: The Senior Contracts & Grants Officer plays a crucial role in overseeing the management of subgrants and contractual mechanisms within FHI 360 Cambodia’s programs. This position is responsible for ensuring that all subgrants are administered in compliance with FHI 360 policies, donor regulations, and local laws. The Senior Officer will manage the programmatic, financial, and compliance aspects of subgrant implementation, collaborating closely with technical, finance, and program teams to ensure high-quality performance. The role involves leading the day-to-day operations of the contracts portfolio management system, working in partnership with the Associate Director of Contracts and Grants, and performing specialized tasks from pre-award to close-out phases. The Senior Officer will also provide technical assistance, conduct negotiations, and prepare necessary documentation for donor approvals, ensuring that all processes align with organizational and donor expectations.
Duties and Responsibilities: The duties and responsibilities of the Senior Contracts & Grants Officer include but are not limited to:
Pre-award responsibilities such as providing interpretation of regulations, supporting technical teams in developing scopes of work and budgets, preparing Requests for Applications, and conducting pre-award assessments of potential subgrantees.
Subaward/Subcontract Development, which involves drafting and preparing subgrant packages, ensuring compliance with donor regulations, and facilitating internal reviews.
Post-award management, including conducting kick-off meetings, developing monitoring plans, maintaining audit-ready files, and tracking subgrant data.
Closeout processes, leading the subgrant close-out in collaboration with various teams, ensuring all documentation is submitted and filed correctly, and confirming compliance with all requirements.
Engaging in records management to maintain the accuracy of filing systems and ensuring that all transactions are handled with a high degree of complexity and professionalism.
Providing targeted capacity-building to subgrantees and maintaining ongoing communication to resolve implementation challenges.
Required Qualifications: The position requires a Bachelor's Degree or its international equivalent in Business Administration, Legal Studies, Accounting, Finance, Public Administration, or a related field. A Master's degree is preferred. Candidates must have a minimum of 5-7 years of relevant experience in grants or contracts management, particularly with international NGOs or donor-funded projects. Demonstrated experience in managing multiple subgrants, financial oversight, and compliance monitoring is essential. Advanced knowledge of donor regulations and contracting principles is required, along with effective communication and organizational skills.
Educational Background: Candidates must possess at least a Bachelor's Degree or its equivalent in relevant fields such as Business Administration, Legal Studies, Accounting, Finance, or Public Administration. A Master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in contracts and grants management.
Experience: The ideal candidate should have a minimum of 5-7 years of relevant experience in grants or contracts management, specifically within international NGOs or donor-funded projects. Experience in a contracting position within the Federal Government or a Non-Governmental Organization (NGO) is also necessary. The candidate should demonstrate a strong background in managing multiple subgrants, including financial oversight and compliance monitoring, and possess advanced knowledge of donor rules and regulations, particularly those applicable to USAID awards.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Knowledge of a foreign language is considered a desirable asset, enhancing communication capabilities in diverse settings.
