Job Overview:
The consultant will work under the overall supervision of the Programme Management Officer in the Climate Change Division, specifically within the Mitigation Branch and Finance Unit. The primary focus of this role is to support the EmPower programme, which aims to enhance capacity building related to renewable energy technologies and promote economic empowerment for women and marginalized communities. The consultant will be responsible for finalizing the capacity building approach paper for UNEP’s activities under the EmPower programme, coordinating with UN Women’s capacity building team, and identifying existing initiatives related to renewable energy and women enterprise development. The consultant will also develop customized capacity building packages, establish partnerships with relevant institutions, and monitor the progress of capacity building activities. This role is critical in ensuring that the EmPower programme effectively addresses gender inequalities and promotes human rights through climate-resilient strategies.

Duties and Responsibilities:
The consultant's duties will include finalizing the capacity building approach for the EmPower programme, coordinating with UN Women’s capacity building team, and identifying relevant global, regional, and national initiatives related to renewable energy and women enterprise development. The consultant will consolidate and customize capacity building packages on renewable energy and low carbon technologies, establish partnerships with institutions for executing these packages, and monitor the progress of capacity building activities. Additionally, the consultant will assist in preparing reports as per EmPower’s requirements and contribute to resource mobilization efforts by formulating concept ideas that enhance the reach and efficiency of capacity building activities.

Required Qualifications:
Candidates must possess an advanced university degree (Masters or equivalent) in fields such as education, social science, development studies, public administration, organizational development, or human resources development. An academic background in renewable energy or clean technology is desirable. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of 10 years of relevant work experience, particularly in international settings focused on capacity building programmes related to renewable energy and low carbon technologies, is required. Experience working with women-led enterprises and marginalized communities is also essential. Strong written and oral communication skills are necessary, and experience with the UN or NGOs is considered an asset.

Educational Background:
The position requires an advanced university degree (Masters or equivalent) in relevant fields such as education, social science, development studies, public administration, organizational development, or human resources development. A background in renewable energy or clean technology is preferred. Candidates with a first-level university degree and additional qualifying experience may also be considered.

Experience:
The consultant should have a minimum of 10 years of experience in relevant fields, particularly in developing capacity building programmes with a focus on renewable energy and low carbon technologies. Experience in international settings, especially in Asia-Pacific countries or Small Island Developing States (SIDs), is highly desirable. The experience should include working with women-led enterprises and marginalized communities, as well as familiarity with the UN system and NGOs.

Languages:
Fluency in oral and written English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage, enhancing the candidate's profile for this consultancy role.

The consultancy is expected to last for 8 months and will be home-based.
