Job Overview:
The Coordination and Monitoring Expert will provide legal, policy, and technical expertise to support the implementation of the Framework of Cooperation (FoC) between the Government of Ukraine and the United Nations on the Prevention and Response to Conflict-Related Sexual Violence (CRSV). This role involves ensuring coherence, accountability, and results across all workstreams while coordinating multiple stakeholders within the Inter-Agency Working Group on CRSV. The expert will work closely with various partners, including government institutions, UN entities, and civil society organizations, to advance the implementation of the FoC Implementation Plan for 2026–202
  • The position requires a strong focus on regional-level implementation and the ability to facilitate collaboration among diverse stakeholders.

Duties and Responsibilities:
  • Establish and maintain effective collaboration within the Inter-Agency Working Group on CRSV and its thematic sub-groups, supporting coordination and monitoring of the FoC Implementation Plan 2026–202
  • Organize and facilitate regular national and regional meetings, prepare background materials, and track progress on agreed actions.
  • Serve as the communication channel between the UN and the Apparatus of the Government Commissioner for Gender Equality Policy, organizing meetings and documenting activities.
  • Provide analytical and technical support by preparing reports, updates, and briefings on FoC implementation, ensuring alignment with international standards.
  • Support coherence between the FoC Implementation Plan and related national frameworks, disseminating practical recommendations to regional administrations.
  • Engage with civil society organizations and survivors’ networks to gather information and inform evidence-based implementation of the FoC.
  • Prepare regular progress reports outlining activities, challenges, and recommendations for effective implementation.

Required Qualifications:
  • Advanced University Degree (Master’s degree or equivalent) in public administration, international relations, law, social science, or related fields.
  • A minimum of 2 years of professional experience in human rights, gender equality, or related fields.
  • Demonstrated experience in developing legal and regulatory acts, guidelines, and policy papers.
  • Knowledge of managing multi-stakeholder initiatives and inter-agency coordination is required.
  • Excellent computer skills and proficiency in online communication tools.

Educational Background:
Candidates must possess an Advanced University Degree (Master’s degree or equivalent) in relevant fields such as public administration, international relations, law, social science, security" style="border-bottom: 1px dotted #007bff !important;">security and defense, international human rights, or gender studies. This educational background is essential for understanding the complexities of gender equality and human rights issues, particularly in the context of conflict-related sexual violence.

Experience:
The position requires a minimum of 2 years of professional experience in areas related to human rights, gender equality, and the Women, Peace and Security agenda. Candidates should have a proven track record of successfully undertaking similar assignments, including developing legal and regulatory frameworks and managing multi-stakeholder initiatives. Experience in inter-agency coordination within the UN or comparable organizations is highly desirable, as is familiarity with project development and management.

Languages:
Fluency in verbal and written English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and facilitating broader engagement in the implementation of the FoC.

Additional Notes:
This is a full-time office-based consultant position embedded within the Apparatus of the Government Commissioner for Gender Equality. The consultant may be required to travel for work-related missions, with travel expenses covered by UN Women according to their travel policy. Payments will be made monthly upon submission of narrative reports, and the remuneration will be based on the UN salary scale.
