Job Overview: The HR & Administration Officer will play a crucial role in ensuring the smooth operation of the DRC Shire base office by managing human resources and administrative tasks. This position requires a proactive individual who can effectively support the recruitment process, assist in employee development, and ensure compliance with HR standards as outlined in the DRC Operations Handbook. The officer will be responsible for preparing and updating induction packages for new staff, coordinating training schemes, and managing staff leaves and absences. Additionally, the role involves liaising with health insurance providers and overseeing the administration of contract agreements. The HR & Administration Officer will also be expected to maintain a positive work environment by promoting staff development and ensuring that the office is well-managed and organized. This position is essential for fostering a supportive workplace culture and ensuring that all HR processes are executed efficiently and effectively.
Duties and Responsibilities: The HR & Administration Officer will have a comprehensive set of duties and responsibilities, including but not limited to:
Ensuring compliance with HR standards and procedures as defined in the DRC Operations Handbook.
Supporting all phases of recruitment for officers and positions at the base office level.
Assisting sectoral managers in developing individual development plans for employees.
Preparing and updating briefing and induction packages for new staff and overseeing the induction process.
Coordinating the Performance & Development Process and developing a training scheme for DRC employees.
Drafting new and renewed contracts and managing personnel-related issues, focusing on compensation and benefits.
Advising and overseeing staff leaves and absences.
Managing staff complaints and ensuring adherence to the DRC Code of Conduct.
Acting as the focal point for health insurance issues and liaising with service providers. 1
Overseeing administrative tasks related to office management, including organizing field visits for external visitors. 1
Ensuring timely payment of office utility bills and maintaining a clean and suitable working environment. 1
Coordinating onboarding and exit procedures for staff in collaboration with the Logistics and Safety Department. 1
Purchasing office cleaning and consumable supplies in coordination with the supply chain department.
Required Qualifications: The ideal candidate for the HR & Administration Officer position will possess a range of qualifications, including:
A university degree (Bachelor’s or Master’s) in human resources, management, or a relevant field.
A minimum of 2 years of relevant work experience in a similar field.
Proven ability to prioritize tasks and meet deadlines in a fast-paced environment.
Strong organizational skills and the ability to work effectively in complex and challenging circumstances.
High level of personal initiative, analytical skills, and proactive problem-solving abilities.
Demonstrated people management skills and the ability to develop and maintain working relationships across the organization.
Excellent interpersonal and communication skills, both written and verbal.
Educational Background: Candidates must have a university degree, either a Bachelor’s or Master’s, in human resources, management, or a related field. This educational background is essential for understanding the complexities of human resource management and administrative functions within a humanitarian context.
Experience: The position requires a minimum of 2 years of relevant work experience in human resources or administration. Candidates should have a proven track record of managing HR processes, supporting recruitment efforts, and handling administrative tasks effectively. Experience in a humanitarian or non-governmental organization is highly desirable, as it provides valuable insights into the unique challenges faced in such environments.
Languages: Fluency in English is mandatory, both spoken and written. Additionally, proficiency in Afar, Tigrigna, and Amharic is highly desirable, as these languages are commonly spoken in the region and will facilitate effective communication with staff and stakeholders.
Additional Notes: The contract for this position is for a duration of 11 months, classified as a National Contract under Band H2 – Non-Management. The designated duty station is Shire, North Ethiopia Field Office, with a start date of February 1, 202
