Job Overview: The Evaluation Officer will serve as the team leader or evaluation manager for evaluations conducted by the United Nations System Wide Evaluation Office. This role involves leading evaluations by ensuring proper scoping, planning, designing, collecting and analyzing data, and drafting reports for evaluation assignments. The Evaluation Officer will manage evaluation teams, conduct research, analyze data from diverse sources, and develop evaluation designs. The position requires participation in field missions, managing data collection efforts, and ensuring the quality and credibility of evaluations. The officer will also coordinate budget activities related to evaluation projects and support the office in enhancing the efficiency and effectiveness of the evaluation function.
Duties and Responsibilities: The Evaluation Officer will be responsible for leading evaluations, which includes scoping, planning, designing, collecting and analyzing data, and drafting reports. They will manage evaluation teams and consultants, research and analyze data from various sources, and develop evaluation designs. The officer will oversee data collection efforts using qualitative and quantitative methods, review and interpret data, and ensure the development of evaluation findings and recommendations. They will lead field missions, provide guidance to team members, manage the drafting of evaluation reports, and ensure adherence to quality standards. Additionally, the officer will track evaluation recommendations, participate in work groups to improve processes, conduct training workshops, and provide support for meetings and conferences.
Required Qualifications: Candidates must possess a strong knowledge of international standards and practices in evaluation, including evaluation methodologies. They should demonstrate the ability to propose strategic approaches to evaluations and have a solid understanding of the United Nations system evaluation standards. The officer must be able to produce high-quality evaluation reports, review and edit the work of others, and exhibit good judgment and initiative. Strong analytical skills and the ability to convey information effectively to management are essential. The candidate should also be motivated by professional concerns and demonstrate persistence in overcoming challenges.
Educational Background: An advanced university degree (Master’s degree or equivalent) in fields such as Law, Business Administration, Social Sciences, Public Administration, Programme Evaluation, International Affairs, Economics, or International Development is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in the evaluation of international projects and programmes is required. Candidates must have experience in leading evaluations and managing inspection and evaluation teams. Proficiency in qualitative and quantitative evaluation methodologies is essential. Experience working in an international organization is desirable, along with at least two years of experience in data analytics or a related area.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level II in the same areas. The working languages of the United Nations Secretariat are English and French, and proficiency in both is advantageous for effective communication.
Additional Notes: This position is temporarily available for a period of three months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
