Job Overview: The Human Rights Officer position is critical for monitoring and reporting on the human rights situation in Venezuela, particularly during a time of significant political and social upheaval. Duties and Responsibilities: The Human Rights Officer will undertake a variety of responsibilities, including: monitoring, documenting, and reporting on the human rights situation in Venezuela; planning and coordinating thematic activities related to human rights; conducting research and analysis of human rights issues; collecting and analyzing data and indicators relevant to human rights; providing support to UN mechanisms and following up on the implementation of decisions; integrating human rights issues into political, humanitarian, and economic efforts; defining work plans in accordance with established terms of reference; undertaking field missions for fact-finding and monitoring; and writing reports and communications for policy-making bodies. The officer will also perform other related duties as required, demonstrating a commitment to human rights and gender equality.
Required Qualifications: Candidates must possess a strong understanding of human rights issues, including their political, ethnic, racial, and socio-economic dimensions. They should have knowledge of the institutional mandates of human rights organizations and prevailing policies and procedures. The role requires excellent research, analytical, and drafting skills, particularly in case work. Candidates should be able to identify sources for data collection, analyze information, and draft comprehensive human rights reports. Additionally, the ability to evaluate and integrate information from various sources is essential, as is the capacity to remain calm and effective in stressful situations. A commitment to gender perspectives and the equal participation of women and men in all areas of work is also required.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree in any of the specified fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of human rights law and international relations.
Experience: Candidates must have a minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area. Experience in human rights monitoring and reporting is highly desirable, as is experience working with victims of human rights violations. Familiarity with investigation and reporting processes, as well as experience in technical cooperation projects, will be advantageous for applicants.
Languages: For this position, proficiency in English and Spanish is required. According to the UN Language Framework, candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages. English and French are the working languages of the United Nations Secretariat, but for this specific role, Spanish is essential due to the context of the work in Venezuela.
