Job Overview:
The Programme Support Officer will play a crucial role in the coordination of the activities of the Programme Support Unit of IOM Mauritania. This position involves supporting project development and reporting functions, facilitating communication, and coordinating monitoring and evaluation activities within the organization. The officer will work under the direct supervision of the Chief of Mission and in collaboration with senior management staff. Key responsibilities include supporting resource mobilization actions, project planning, and reporting tasks, as well as organizing IOM monitoring and appraisal programs in Mauritania. The role requires a proactive approach to project development, ensuring alignment with IOM's strategic objectives and donor requirements. The officer will also contribute to the planning of operations and support the overall mission of IOM in promoting humane migration practices.

Duties and Responsibilities:
  • Provide information, inputs, and guidance to support the development of project proposals in line with IOM's project development and implementation handbook, ensuring alignment with identified priorities and donor calls for proposals.
  • Maintain regular contact with donor relations counterparts, providing technical inputs and drafting sections of project proposals and concept notes that respond to emerging trends and priorities.
  • Facilitate the coordination, review, and preparation of project reports in collaboration with project managers, monitoring key reporting requirements.
  • Coordinate relevant projects in consultation with technical units, ensuring effective execution of project monitoring functions, including financial and narrative requirements.
  • Support the Chief of Mission in external representation and fundraising functions, participating in UN and partner forums, especially within the donor community.
  • Contribute to external communication efforts by supervising staff in the Programme Support Unit, compiling inputs for monthly updates, press notes, and social media content.
  • Perform additional duties as assigned by the Chief of Mission.

Required Qualifications:
Candidates must possess a Master's degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate a strong understanding of migration issues, project development, and management, particularly in public administration and evaluation.

Educational Background:
The educational requirements for this position include a Master's degree in relevant fields such as Political or Social Science, Business Administration, International Relations, or Law from an accredited academic institution. Candidates with a University degree in these fields must have four years of relevant professional experience. The educational background should be from institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in the necessary disciplines to perform effectively in this role.

Experience:
Candidates should have experience in the field of migration issues, including operational and field experience. A background in project development, particularly in public administration, implementation, and evaluation, is essential. Experience in program implementation and management is also required. Additionally, familiarity with the Western Africa region is considered a distinct advantage, as it provides context and understanding of the challenges and opportunities in migration governance within this area.

Languages:
Fluency in English and French is required for this position, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members must be proficient in at least one of these languages. Working knowledge of Arabic and local languages is considered an advantage, as it enhances communication with local stakeholders and communities. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary language requirements.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of up to 9 months. The position is classified at the P-2 grade level, indicating a professional role within the organization.
