Job Overview: The position involves developing a structured and realistic roadmap for the effective implementation of national recommendations regarding road safety in Mauritania. The consultant will also prepare materials for a seminar aimed at discussing and validating the roadmap, ensuring active participation from stakeholders. The final deliverable will be a comprehensive roadmap that reflects consensus among relevant actors and supports the gradual implementation of national recommendations.
Duties and Responsibilities: The consultant will be responsible for analyzing the results of the periodic standards review process and proposing a phased implementation framework. This includes identifying responsible actors, defining monitoring and evaluation indicators, and recognizing potential risks and constraints. The consultant will design and facilitate a one-day seminar, preparing presentation materials and participatory tools to engage stakeholders effectively. After the seminar, the consultant will incorporate feedback, finalize the roadmap, and prepare a summary report detailing the seminar's proceedings and key recommendations.
Required Qualifications: Candidates must possess a Bachelor's degree in Civil Engineering, Transport Engineering, Road Safety Engineering, Urban/Transport Planning, or a closely related field with a strong focus on road design and traffic safety. A minimum of 6 years of professional experience in road safety is required, along with demonstrated experience in developing national or sectoral strategies and implementation roadmaps. Knowledge of road design guidelines and institutional road safety structures in the host country is desirable.
Educational Background: A Bachelor's degree in a relevant field such as Civil Engineering, Transport Engineering, Road Safety Engineering, or Urban/Transport Planning is mandatory. Candidates must submit proof of their educational qualifications as part of their application.
Experience: The position requires at least 6 years of professional experience in the field of road safety. Candidates should have a proven track record of developing strategies and roadmaps that translate assessments into actionable plans, including timelines and institutional roles.
Languages: Fluency in French is required for this position, as it is one of the working languages of the United Nations. Knowledge of Arabic is considered desirable, as it is also a working language of the Economic and Social Commission for Western Asia (ESCWA).
