Job Overview:
The Resources Management Officer will be responsible for overseeing the financial management of the Country Office, ensuring compliance with IOM regulations and donor agreements. This position requires a proactive approach to financial monitoring, budget preparation, and internal controls. The officer will work under the direct supervision of the Chief of Mission and will coordinate with the Regional Director and Deputy Regional Director. The role involves managing treasury functions, preparing financial reports, and assisting in human resources management. The officer will also participate in UN meetings and contribute to the overall efficiency and effectiveness of the Country Office's operations.

Duties and Responsibilities:
The officer's duties include monitoring financial management for all activities in the Country Office, reviewing financial expenditures, and ensuring accountability. They will facilitate treasury management by forecasting cash flows and validating that funds are disbursed according to donor agreements. The officer will prepare financial reviews of projects, assist in annual budget preparation, and support the maintenance of internal controls to safeguard the organization's assets. Additionally, they will oversee payroll allocations, draft financial reports, and recommend improvements to existing systems. The officer will also manage human resources functions, oversee supply chain services, and participate in relevant UN meetings.

Required Qualifications:
Candidates must possess a Master's degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should demonstrate a strong understanding of financial administration, accounting, budgeting, and human resources management.

Educational Background:
The educational requirements for this position include a Master's degree in a relevant field such as Finance, Accounting, Business Administration, or Management. Candidates with a Bachelor's degree in these fields must have additional years of relevant professional experience to qualify. Professional certifications in accounting or finance are considered an asset and may enhance a candidate's application.

Experience:
Candidates should have proven international experience at the professional level in a similar position, with a strong background in financial administration, accounting, and budgeting. Experience in human resources, procurement, and logistics is also required. Familiarity with Enterprise Resource Planning systems and experience in emergency operations, monitoring, evaluation, or audit are considered advantageous. The ability to work under pressure and independently while exercising sound judgment is essential.

Languages:
Fluency in English is mandatory for this position, both oral and written. A working knowledge of Portuguese or Spanish is highly desirable, and proficiency in another official UN language (Arabic, Chinese, or Russian) is an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-2 grade level, and candidates must be mobile as part of the internationally recruited professional staff. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months.
