Job Overview: The Finance Officer-Partnership plays a crucial role in supporting the financial management of partners associated with DRC. This position serves as the primary contact for NSS Partners, providing essential advice, coordination, and technical support to enhance the financial capabilities of partner finance teams. The officer is responsible for ensuring compliance with DRC’s Operations Handbook, particularly in the finance chapters, and must review partner budgets and financial reports for accuracy and adherence to guidelines. The role requires a proactive approach to capacity building, ensuring that partners are equipped to manage their financial data effectively and comply with statutory obligations. The Finance Officer will also facilitate the tracking of financial transactions and ensure timely delivery of quality financial reports to relevant stakeholders, thereby reinforcing financial management systems and controls within the partnership framework.
Duties and Responsibilities: The Finance Officer-Partnership will undertake a variety of responsibilities, including but not limited to: providing technical support and capacity building for partner staff in financial management; designing tools and templates for financial reporting; validating financial reports from implementing partners; ensuring compliance with DRC’s financial management guidelines; conducting regular financial capacity building sessions; supporting the due diligence process for partners; ensuring proper budgetary controls during proposal budgeting and revisions; liaising with managers on financial issues; tracking partner instalments and ensuring timely disbursement; preparing and analyzing financial reports; assisting in budget preparation and monitoring; ensuring timely processing of payments; maintaining accurate financial records; supporting audit processes; and participating in the assessment of implementing partners. The role requires a collaborative approach, working closely with various teams to ensure effective financial management and compliance.
Required Qualifications: Candidates must possess a university degree (Bachelor's or Master's) and hold certifications such as LCCI Level I, II, III. Full professional proficiency in English is mandatory. The role requires a minimum of 2 years of international practical experience in financial management and budgeting, with proven experience in managing cash programming and working with national/international partners. Candidates should demonstrate competence in providing technical guidance and training, as well as experience with relevant donors such as DANIDA, SIDA, UNHCR, and others. Advanced proficiency in Excel and strong communication skills are essential for success in this role.
Educational Background: The educational background required for this position includes a university degree, either at the Bachelor's or Master's level, in finance, accounting, business administration, or a related field. Additionally, candidates should have completed certifications in financial management, such as LCCI Levels I, II, and III, which provide foundational knowledge and skills necessary for effective financial oversight and management.
Experience: The position requires a minimum of 2 years of relevant international experience in financial management and budgeting. Candidates should have a proven track record of managing financial operations, particularly in contexts involving cash programming and partnerships with national and international organizations. Additional Notes: The contract offered for this position is a Regular contract with DRC, including a 3-month probation period. The contract is renewable based on funding availability and performance evaluations. The employment band for this role is classified as H-non management.
