Job Overview:
The National UN Expert Volunteer – Procurement Associate will play a crucial role in supporting the procurement processes for UNDP projects in Ukraine, particularly in the context of the ongoing war that has led to significant environmental damage. The Procurement Associate will work under the direct supervision of the Project Manager and collaborate closely with other project staff members. The primary focus of this position is to ensure that procurement activities are conducted in compliance with UNDP rules and regulations, promoting transparency, efficiency, and ethical practices. The role involves preparing procurement plans, maintaining procurement tracking tools, organizing procurement processes, and ensuring that all project needs are met through timely provision of supplies and logistical support. The Procurement Associate will also be responsible for contract management and liaising with various stakeholders to facilitate procurement processes.

Duties and Responsibilities:
  • Ensure full compliance of project procurement activities with UN/UNDP rules, regulations, policies, and strategies, implementing effective internal controls.
  • Support procurement processes by preparing and updating the Procurement Plan based on Annual Work Plans, maintaining corporate procurement systems, and organizing procurement processes including RFQs, ITBs, and RFPs.
  • Prepare submissions to Contract, Asset, and Procurement Committees, facilitating information flows and documentation.
  • Verify and review Terms of Reference (TOR), technical specifications, and Statements of Work (SOW) according to UNDP regulations.
  • Serve as secretary for tender procurement processes, preparing all procurement documents and coordinating evaluation committee meetings.
  • Conduct tenders in Quantum and manage procurement contracts, ensuring timely follow-up on purchase orders and resolving issues with suppliers.
  • Maintain adequate filing and documentation of all procurement and contract management processes.
  • Assist in problem-solving and risk analysis of procurement processes.
  • Provide training on procurement-related processes to project staff and participate in relevant training organized by the CO Procurement unit.

Required Qualifications:
The ideal candidate for the Procurement Associate position should possess a strong understanding of procurement processes and regulations, particularly within the context of UNDP. They should demonstrate accountability, adaptability, creativity, and professionalism in their work. The candidate should also have excellent planning and organizing skills, as well as the ability to make sound judgments and decisions. Strong communication and interpersonal skills are essential for liaising with various stakeholders and facilitating procurement processes effectively.

Educational Background:
A bachelor's degree in business administration, public administration, procurement, supply chain management, or a related field is required for this position. Additional certifications in procurement or supply chain management would be an advantage. The educational background should provide a solid foundation in procurement principles and practices, as well as an understanding of the operational context of UNDP.

Experience:
Candidates should have a minimum of 2 years of relevant experience in procurement, supply chain management, or a related field. Experience working in international organizations or within the UN system is highly desirable. The candidate should demonstrate a track record of successfully managing procurement processes and ensuring compliance with established regulations and policies. Familiarity with e-procurement tools and systems is also beneficial.

Languages:
Fluency in English is mandatory, as the role requires effective communication with international and national stakeholders. Proficiency in Ukrainian or Russian is highly desirable, given the local context and the need to liaise with local suppliers and authorities. Knowledge of additional languages would be considered an asset.

Additional Notes:
This is a national UN volunteer assignment, and the volunteer is responsible for organizing their own accommodation. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. This is a full-time position, and the volunteer will receive a monthly Volunteer Living Allowance (VLA) of USD 2076 to cover living expenses. Additional benefits include a one-time entry lump sum payment of USD 400, medical and life insurance coverage, and leave entitlements including annual leave, learning leave, and sick leave. The position is based in Ukraine, which is currently classified as a hardship duty station.
