Job Overview: The position of Category B Consultant involves contributing to a capacity-building initiative aimed at enhancing the skills of Libyan labor inspectors. The consultant will be responsible for developing training materials tailored to the Libyan context, conducting training sessions, and providing recommendations for improving labor inspection practices. This role requires a deep understanding of labor laws, ethical recruitment, and the specific challenges faced by both local and migrant workers in Libya. The consultant will work closely with the Ministry of Labour and other stakeholders to ensure that the training is relevant and effective, ultimately contributing to better working conditions and compliance with labor standards in the country.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Developing draft training materials that include recommendations on module structure, interactive activities, presentation methods, and relevant case studies, with a deadline for submission in January 202
Submitting final training materials that incorporate feedback received, due by February 202
Implementing the training by conducting two sessions: one for government personnel and a Training of Trainers (ToT) session, scheduled between March and early April 202
The consultant's performance will be evaluated based on timeliness, quality of analysis, relevance of recommendations, compliance with instructions, and responsiveness to feedback.
Required Qualifications: Candidates must possess an advanced degree in law, migration studies, political economy, or a related field. Additionally, a minimum of 7 years of technical experience in migration, labor inspection, or labor rights is required, with a strong focus on fragile and conflict-affected contexts. Experience in capacity-building initiatives and collaboration with local authorities in post-conflict environments, particularly in fragile states like Libya, is essential. In-depth knowledge of international labor standards and the Libyan political and social landscape is highly desirable.
Educational Background: An advanced degree in law, migration studies, political economy, or a related field is mandatory for this position. This educational background is crucial for understanding the complexities of labor rights and migration issues, particularly in the context of Libya's unique challenges.
Experience: The position requires a minimum of 7 years of relevant experience, particularly in migration, labor inspection, or labor rights. Experience in capacity-building initiatives and collaboration with local authorities is also essential, as the consultant will be working closely with government personnel in Libya.
Languages: Proficiency in English is required for this position, as it is the primary language of communication within IOM. Knowledge of IOM's official languages, which include French and Spanish, is considered an asset. Additional Notes: The consultancy is categorized as a Category B Consultant position, with payments structured in three installments based on deliverables. The first payment of 30% will be made upon submission of the first deliverable by January 31, 202
The second payment of 40% will be made upon submission of the final training materials by February 28, 2026, and the third payment of 30% will be made upon completion of the training sessions by March 31, 202
It is important to note that any offer made to the candidate is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy regarding conduct incompatible with its aims and objectives, including discrimination and harassment.
