Job Overview: The Inclusive Humanitarian Action (IHA) Specialist plays a crucial role in implementing Humanity & Inclusion's mandate and 10-year strategy within the country of operation, specifically in the context of the ongoing humanitarian crisis in Sudan. This position is based in Nairobi and involves field visits to Sudan, where the humanitarian situation has deteriorated significantly due to ongoing conflict and instability. The IHA Specialist is responsible for strategizing, supervising, and coordinating the design, implementation, and monitoring of inclusive humanitarian action activities. This includes working closely with networks and organizations representing persons with disabilities to ensure their needs are met and their rights are upheld in humanitarian responses. The role requires a strong focus on building capacities, strengthening evidence bases, and empowering persons with disabilities, ensuring that their voices are heard and included in humanitarian efforts. The IHA Specialist will also contribute to the operationalization of the IASC guidelines on the inclusion of persons with disabilities in humanitarian action, advocating for their rights and needs in all aspects of humanitarian coordination and response.
Duties and Responsibilities: The IHA Specialist will have a diverse set of responsibilities, including:
Contributing to the development and implementation of the IHA strategy, ensuring alignment with HI's overall objectives.
Providing technical support and guidance on disability inclusion across various projects, ensuring that all activities are inclusive and accessible.
Offering training on inclusive humanitarian action to both staff and external stakeholders, enhancing their understanding and capacity to implement inclusive practices.
Ensuring the quality and relevance of projects through regular monitoring, assessments, and evaluations, making necessary adjustments based on findings.
Representing HI in external forums, such as the Inclusion Task Force, advocating for disability inclusion in humanitarian coordination and response efforts.
Supporting the development of new project opportunities and proposals, building partnerships with local NGOs and organizations representing people with disabilities.
Ensuring effective reporting on HI activities, including donor reports and internal coordination, contributing to transparency and accountability.
Facilitating coordination between technical sectors and other departments to ensure a cohesive approach to inclusive humanitarian action.
Required Qualifications: Candidates must possess a minimum of 5 years of experience in international or non-governmental organizations (I/NGOs) within emergency contexts or protracted crises, including at least 2 years in a coordination or management position focused on inclusive humanitarian action. A strong background in humanitarian action, disability inclusion, and human sciences is essential, with proven experience in inclusion, gender, and protection mainstreaming. Candidates should have expertise in global frameworks related to disability inclusion, including the UN Convention on the Rights of Persons with Disabilities (UN-CRPD), the twin-track approach, and the IASC guidelines on disability inclusion. The ability to train and build capacity among staff and stakeholders is crucial, as is the capability to conceptualize and formalize tools, methods, and procedures for inclusive humanitarian action. Experience in advocacy initiatives related to disability inclusion, particularly in emergency contexts, is highly desirable.
Educational Background: A relevant educational background is required for this position, typically including a degree in social sciences, humanitarian studies, international development, or a related field. Advanced degrees or specialized training in disability inclusion, humanitarian action, or related areas will be considered an asset, enhancing the candidate's ability to contribute effectively to the organization's mission.
Experience: The position requires a minimum of 5 years of experience in I/NGO work, specifically in emergency contexts or protracted crises. This experience must include at least 2 years in a coordination or management role focused on inclusive humanitarian action. Candidates should demonstrate a strong understanding of the challenges faced by persons with disabilities in humanitarian settings and have a proven track record of implementing inclusive practices in their work.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Proficiency in Arabic is considered a strong asset, given the context of operations in Sudan and the need to communicate effectively with local partners and communities.
Additional Notes: This position is offered as a 3-month international contract, starting as soon as possible. The contract includes social coverage adapted to the context of the mission, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary for this position starts at 2757€ gross per month, depending on experience, along with a per diem of 606€ net per month while in the field. Employees are entitled to 25 days of paid leave per year, with rest and recuperation (R&R) days allocated according to the level of the mission (currently 11 days per year in Kenya). The position is unaccompanied, and housing will be provided collectively by HI. For candidates residing in the country, a local package will be offered.
