Job Overview: The Finance Manager position is a critical role within the NRC Palestine Office, responsible for overseeing the financial setup in accordance with NRC standards and supporting the implementation of various programs and projects. The primary objective of this role is to ensure that NRC Palestine is well-equipped to respond to both current and future financial needs. The Finance Manager will demonstrate strong leadership and engagement in all major financial actions while also focusing on capacity building for finance teams across the country. This position requires a strategic leader who can provide clear direction and vision to the finance team, aligning organizational goals with key performance indicators (KPIs) that drive growth and efficiency. The Finance Manager will also be responsible for managing financial risks, ensuring compliance with donor regulations, and providing financial advice to budget holders to support effective resource allocation.
Duties and Responsibilities: The Finance Manager will have a comprehensive set of responsibilities, including: overseeing the implementation of finance-related policies and procedures, ensuring compliance with NRC standards and donor regulations; managing the budgeting process and providing analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis to facilitate data-driven decision-making; maintaining overall budget control and monitoring cash flows; leading the development and review of the Master Budget; preparing financial forecasts and reports for board members; conducting thorough financial and contextual analyses to identify potential risks; ensuring compliance with accounting principles and local regulations; performing audit and compliance checks; and developing and updating Finance Standard Operating Procedures as necessary. The Finance Manager will also be responsible for mainstreaming protection guidelines in NRC’s activities and ensuring that all financial systems are aligned and reconciled.
Required Qualifications: Candidates must possess a minimum of 5 years of experience in a senior financial role within a humanitarian or recovery context. A university degree in finance, accounting, or a relevant field is required. Additionally, candidates should have experience managing large and dynamic portfolios, preferably in emergency response situations. Strong leadership skills, solid knowledge of computer software and modern accounting systems, and a good command of English (both written and verbal) are essential for this position. Candidates should also demonstrate documented results related to the responsibilities of the position and possess a strong understanding of financial management principles.

Additional Notes: The position is based in Jerusalem or Amman, with a contract duration of 1 year, renewable based on funding, need, and performance.
