Job Overview:
The Grants Manager position is part of the coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and reports to the Grant & Partnerships Coordinator. The primary responsibility of the Grants Manager is to ensure accountability to donors and effective management of grants throughout the project cycle. This role involves close collaboration with program and support teams at both the coordination and base levels. The Grants Manager is expected to contribute strategically to the mission's development, oversee the submission of high-quality proposals and reports, and monitor the mission's communication obligations. Compliance with donor procedures is crucial, and the Grants Manager will also focus on building staff capacity and ensuring rigorous follow-up on contractual obligations from the initiation of contracts to their closure. The position requires meticulous attention to detail and adherence to various donor guidelines and deadlines, as well as the ability to align various teams and stakeholders to create cohesive project documents.

Duties and Responsibilities:
  • Ensure accountability to donors and effective grants management across the project cycle.
  • Collaborate closely with program and support teams to ensure compliance with donor procedures.
  • Oversee the development and submission of high-quality proposals and reports.
  • Monitor the mission's communication obligations and ensure timely reporting.
  • Build staff capacity in grant management and compliance.
  • Maintain rigorous follow-up on contractual obligations from contracting to closure.
  • Address challenges related to aligning various teams and stakeholders in proposal development.
  • Launch new projects and ensure training on compliance with new donors.
  • Mainstream grant processes throughout the mission. 1
  • Set up the communication and visibility framework for the mission.

Required Qualifications:
  • High diploma in political science, humanitarian action, development, international relations, or law" style="border-bottom: 1px dotted #007bff !important;">international law is preferable.
  • Experience in the humanitarian sector: 0-2 years.
  • Experience in a similar position: 0-2 years.
  • Excellent writing skills and experience in writing proposals and reports.
  • Strong understanding of donor rules and regulations, including DG ECHO, CDCS, OCHA, GFFO, and UNICEF.
  • Strong communication skills and understanding of visibility requirements related to donors.

Educational Background:
Candidates should possess a high diploma in fields such as political science, humanitarian action, development, international relations, or international law. This educational background is essential for understanding the complexities of humanitarian work and the regulatory environment surrounding grants and partnerships.

Experience:
The position requires candidates to have 0-2 years of experience in the humanitarian sector, with a preference for those who have held similar roles. This level of experience is crucial for understanding the dynamics of grant management and donor relations in a humanitarian context.

Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in Arabic is considered a strong asset, enhancing communication with local stakeholders and partners.

Additional Notes:
The position is a short-term contract with a salary starting from EUR 2310 gross per month, which includes a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a system of alternation between work and time off, allowing for 7 working days off every three months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Jerusalem are generally safe, with staff able to move freely across most areas.
