Job Overview: The National Consultant - Procurement position is designed to provide technical support to the procurement process within the UNDP Nigeria office. The consultant will work closely with the procurement unit, engineering teams, and relevant partners to ensure the integrity and efficiency of procurement activities related to the Integrated Solar Solutions Project (ISSP). This includes overseeing the procurement of critical infrastructure solarization, renovation, and the recruitment of specialized experts. The consultant will be responsible for ensuring that all procurement processes are conducted in accordance with UNDP policies and procedures, thereby facilitating the successful implementation of the ISSP.
Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including but not limited to:
Providing quality assurance and technical support throughout the bid process, which includes the preparation and finalization of Invitation to Bid (ITB) announcements.
Conducting preliminary analysis reports of bids and compiling bid evaluation reports to ensure transparency and fairness in the procurement process.
Assisting with the documentation required for evaluations and preparing for oversight reviews and submissions.
Developing pre-award negotiation strategies and responding to oversight queries as necessary.
Supporting the hiring and onboarding of selected vendors and contractors by drafting contracts and participating in entry meetings, ensuring that all relevant details are captured in meeting minutes.
Offering recommendations and guidance to the procurement team to enhance the management of the procurement process and ensure compliance with UNDP standards.
Required Qualifications: Candidates must possess a strong background in procurement processes, particularly within the context of international development. A thorough understanding of UNDP procurement policies and procedures is essential. Additionally, candidates should demonstrate excellent analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Strong communication skills, both written and verbal, are also required to effectively liaise with stakeholders and present findings.
Educational Background: A minimum of a bachelor’s degree in procurement, business administration, public administration, or a related field is required. A master’s degree in a relevant discipline is preferred and may be considered an advantage. Professional certifications in procurement or supply chain management will also be beneficial.
Experience: Candidates should have at least 5 years of relevant experience in procurement, preferably within the context of international organizations or development agencies. Experience in managing procurement processes for infrastructure projects, particularly in renewable energy, will be highly regarded. Familiarity with UNDP procurement systems and practices is a significant asset.
Languages: Fluency in English is mandatory, as it is the working language of UNDP. Proficiency in additional languages, particularly local languages spoken in Nigeria, will be considered an advantage and may enhance communication with local stakeholders.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time, and the position may involve remote work options depending on the circumstances. Compensation will be competitive and commensurate with experience and qualifications. The consultant will be required to submit proposals directly through the UNDP Quantum supplier portal, adhering to the specified guidelines and deadlines.
