Job Overview: The Global Safeguarding & Code of Conduct (Prevention) Specialist is a pivotal role within the organization, tasked with the development, promotion, and implementation of policies aimed at fostering a culture of zero tolerance towards fraud, corruption, and safeguarding issues. This position requires active involvement in the execution of DRC’s prevention strategies, which includes supporting training sessions, onboarding processes, and compliance checks. The specialist will also assist in investigating serious allegations in accordance with DRC’s established practices and will be involved in the triage and registration processes when necessary. Collaboration is key in this role, as the specialist will work closely with the Global Safeguarding (PSEAH Advisor), relevant Global Safeguarding & Code of Conduct Coordinators, and to some extent, with the Global Investigations Lead and Global Registrar. The position is designed to ensure that safeguarding measures are effectively integrated into the organization’s operations and that all staff are equipped with the necessary knowledge and tools to uphold these standards.
Duties and Responsibilities: The duties and responsibilities of the Global Safeguarding & Code of Conduct Specialist are categorized into three main areas: Prevention Support (60%), Investigations Support (30%), and Systems Support (10%). In the Prevention Support area, the specialist will actively contribute to the operationalization of the PSEAH and Prevention dimensions across the organization, assist in designing and implementing the Management Action Tracking Tool, and maintain follow-up on post-case management action plans. They will also analyze data trends from reports of suspected misconduct and contribute to compliance monitoring. In terms of Investigations Support, the specialist will investigate allegations of SEAH, fraud, and corruption, producing high-quality reports as necessary. Lastly, in Systems Support, the specialist may substitute for the Global Registrar’s tasks and assist in updating case files as required. Overall, the role demands a proactive approach to safeguarding and compliance, ensuring that the organization adheres to its ethical standards and effectively manages any allegations of misconduct.
Required Qualifications: To be considered for this position, candidates must possess a minimum of three years of relevant professional experience in humanitarian, development, safeguarding, ethics, compliance, or related operational functions. A Master’s Degree in a relevant field is required, along with a demonstrated understanding of safeguarding, PSEAH, and Code of Conduct frameworks, as well as misconduct management processes within humanitarian or international NGO settings. Candidates should exhibit strong organizational and coordination skills, with the ability to manage follow-ups across multiple stakeholders and deadlines. Experience in supporting operational prevention initiatives, including training and awareness activities, is essential. Additionally, candidates must have outstanding drafting skills for reports and management updates, and the ability to handle sensitive information with discretion and professionalism. Proficiency in Microsoft Office applications, particularly Excel, PowerPoint, and Word, is required, and experience with case management systems is considered an asset.
Educational Background: Candidates must hold a Master’s Degree in a relevant area, which is essential for understanding the complexities of safeguarding and compliance within humanitarian contexts. This educational background provides the necessary theoretical framework and practical insights needed to navigate the challenges associated with safeguarding and misconduct management in international settings.
Experience: The position requires a minimum of three years of relevant professional experience. This experience should ideally be within the humanitarian or development sectors, focusing on safeguarding, ethics, compliance, or related operational functions. Candidates with proven experience in conducting preliminary assessments, reviews, investigations, or case management processes related to misconduct allegations will be viewed favorably, as this experience is crucial for effectively managing safeguarding issues within the organization.
Languages: Fluency in both English and Arabic is mandatory for this position, as effective communication in these languages is essential for the role's responsibilities. Additionally, having a strong command of French is considered highly desirable, as it may enhance the candidate's ability to engage with a broader range of stakeholders and contribute to the organization's multilingual communication efforts.
