Job Overview: The Technical Advisor, Laboratory position is a vital role within the EpiC project, which focuses on HIV and global health security. The successful candidate will leverage their expertise to support laboratory strengthening initiatives under the Global Health Security Project. This role involves developing collaborative relationships with project staff and stakeholders, and applying innovative methodologies to enhance surveillance and response to zoonotic and infectious diseases. The Technical Advisor will be responsible for implementing activities that improve laboratory services, conducting capacity assessments, and leading training workshops to ensure high-quality laboratory operations. The position requires a proactive approach to problem-solving and the ability to advocate for policies that support sustainable health security programs.
Duties and Responsibilities: The Technical Advisor, Laboratory will have a comprehensive set of responsibilities, including: serving as the technical focal point for laboratory services, coordinating with key stakeholders and donors, developing improvement plans for surveillance laboratories, and promoting the use of laboratory data for outbreak response. The advisor will design and conduct capacity-building activities, participate in onsite supervision and mentoring, and work closely with partners to establish a functional laboratory testing referral network. Additional responsibilities include supporting the selection of vendors for Laboratory Information Systems, collaborating with the surveillance team on epidemiological investigations, and ensuring timely production of quality reports and deliverables. The advisor will also coordinate with subcontractors to ensure technical soundness in all activities.
Required Qualifications: Candidates must possess a strong background in public health, with at least 10 years of experience in microbiology, laboratory diagnosis, biosafety, quality management, or health system strengthening. Experience in international development projects and working with government health agencies is highly desirable. The ideal candidate will demonstrate strong communication and coordination skills, the ability to work effectively in an IT environment, and a sensitivity to cultural differences. Proficiency in both English and Vietnamese is essential, along with good oral and written communication skills.
Educational Background: A relevant educational background is required, typically including a degree in public health, microbiology, or a related field. Advanced degrees or certifications in laboratory management or public health are advantageous and may be preferred for this role.
Experience: The position requires a minimum of 10 years of relevant experience, particularly in areas related to laboratory services, public health, and international development. Candidates should have a proven track record of working in senior roles within health programs, preferably in low and middle-income countries, and experience with government and international organizations is a significant advantage.
Languages: Fluency in English and Vietnamese is mandatory for this position. Additional language skills may be considered an asset but are not required.
