Job Overview: The Program Manager will play a pivotal role in leading and managing the project titled 'Enhancing Economic Resilience through Skills Development and Income Generation Support in the West Bank.' This project, funded by The Federal Ministry for Economic Cooperation and Development (BMZ), aims to bolster the resilience of vulnerable, displacement-affected Palestinians and highly vulnerable host community members in the West Bank. The overarching goal is to provide equitable access to sustainable livelihood pathways, empowering youth and small business owners to understand their rights and access legal protections related to employment and self-employment. The Program Manager will oversee project implementation, ensuring alignment with NRC's strategic objectives and effective management of resources, including budgets and donor reporting. This role requires collaboration with various stakeholders to ensure the project's success and adherence to NRC policies and donor requirements.
Duties and Responsibilities: The Program Manager will be responsible for a comprehensive set of duties, including but not limited to: leading project development and implementation in accordance with NRC’s global strategic objectives; overseeing project execution to ensure it meets established goals and objectives; managing budgets, spending plans, procurement processes, and donor reporting; collaborating with colleagues at various levels to establish a clear strategic direction for the project; engaging with donors through regular meetings and updates; ensuring timely and quality financial and narrative reporting; developing standard operating procedures (SoPs), tools, and guidance notes for the project; ensuring compliance with NRC policies and donor standards; coordinating project implementation with specialists and partners; facilitating learning throughout the project cycle; managing and building the capacity of project staff; liaising with partner organizations and stakeholders to promote accountability and ownership; and contributing to external humanitarian and recovery coordination mechanisms.
Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field and have substantial experience in senior project management roles, particularly in consortia or partnerships within humanitarian or development contexts. A minimum of four years of experience in developing and leading large, multi-sectoral projects is required, along with a proven track record of transitioning from emergency to longer-term development programming. Candidates should have expertise in livelihoods and economic empowerment programming, experience with BMZ or other development donors, and a background in capacity building for technical teams. Familiarity with complex and volatile contexts is essential, as is the ability to deliver gender-sensitive and inclusive programming.
Educational Background: A Bachelor’s degree in a relevant field is mandatory for this position. Candidates with advanced degrees or specialized training in project management, humanitarian assistance, or related areas may have an advantage in the selection process.
Experience: The position requires a minimum of four years of relevant experience in senior project management roles, particularly in contexts involving humanitarian crises or development initiatives. Candidates should demonstrate a history of successfully managing large, complex projects and transitioning from emergency responses to sustainable development solutions. Experience in working with youth, women, and community-based organizations in the West Bank is highly desirable.
Languages: Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Candidates who possess additional language skills relevant to the region may be considered favorably, as they can enhance communication and engagement with diverse stakeholders.
Additional Notes: The position is based in the West Bank, specifically in Jerusalem or Ramallah, with a contract duration of 12 months. The role may require travel of up to 40% to areas of operation. The salary and benefits will be determined according to NRC's grading structure, specifically Grade
