Job Overview:
The position involves developing a comprehensive proposal to support education systems in the Pacific region, particularly in response to climate change and natural hazards. The consultant will draft a proposal that outlines the problem, theory of change, and proposed interventions, ensuring alignment with UNICEF's climate action objectives and the Sendai Framework for Disaster Risk Reduction. The role requires collaboration with various stakeholders, including government agencies and community representatives, to ensure the proposal meets local needs and realities. The consultant will also be responsible for integrating financial details and ensuring the proposal reflects a clear budget for project implementation.

Duties and Responsibilities:
  • Develop the Draft Programme Proposal: Structure a complete proposal following donor guidelines, ensuring clarity and compliance with funding criteria. Articulate the problem, theory of change, and proposed interventions with defined objectives and outcomes.
  • Integrate Strategic Priorities: Align the proposal with UNICEF's climate action objectives and incorporate elements related to climate change adaptation and disaster preparedness.
  • Address Cross-Cutting Themes: Include approaches to gender equality, inclusion of vulnerable groups, and community resilience.
  • Incorporate Financial Details: Develop realistic budget estimates for project implementation, ensuring financial transparency.
  • Organize Consultations: Facilitate virtual consultations with stakeholders to gather input and align the proposal with local needs.
  • Research and Evidence Gathering: Conduct a thorough review of existing documents related to climate resilience and education in the Pacific region.
  • Proposal Review and Refinement: Continuously refine the draft proposal based on feedback from stakeholders and ensure final submission meets all requirements.
  • Detailed Implementation Plan: Draft a 6-month inception report covering necessary program works and assessments.

Required Qualifications:
  • Education: A postgraduate degree in Education Policy and Planning, Social Sciences, or related fields.
  • Work Experience: At least 10 years in developing proposals for international development projects, focusing on climate resilience and disaster risk reduction. Experience managing multi-stakeholder consultations and familiarity with EU funding mechanisms is essential.
  • Skills: Strong writing and analytical skills, proficiency in data integration, and the ability to produce high-quality documents that meet donor requirements.

Educational Background:
A postgraduate degree (Masters or equivalent) in relevant fields such as Education Policy and Planning or Social Sciences is required for this position. This educational background is crucial for understanding the complexities of education systems and the impact of climate change on these systems.

Experience:
Candidates must have a minimum of 10 years of relevant experience in developing and drafting proposals for international development projects. This experience should include a focus on climate resilience, disaster risk reduction, and education, particularly in contexts similar to the Pacific region.

Languages:
Fluency in English is mandatory, with a demonstrated ability to produce high-level written documents. Proficiency in additional languages relevant to the Pacific region may be considered an asset but is not required.

The position is a consultancy role, and applicants are required to submit a separate financial offer detailing all-inclusive lump sum amounts for deliverables. The consultancy is remote, with no travel planned. Living allowances and miscellaneous costs should be included in the financial offer.
