Job Overview: The position of Associado(a) de Pesquisa Quantitativa is integral to the project BRA/21/002, which focuses on strengthening capacities and promoting innovation within the Defensoria Pública da União (DPU) in alignment with the 2030 Agenda and the Sustainable Development Goals (SDGs). The role primarily involves conducting quantitative studies and supporting qualitative analyses as needed. The selected candidate will be responsible for data treatment and modeling, producing diagnostics, scenario readings, and strategic reports that enhance the project's evidence base. The position requires close collaboration with DPU and UNDP teams to ensure technical rigor, methodological consistency, and adherence to institutional guidelines. The project is expected to run until December 31, 2027, and the candidate will contribute to various thematic studies aligned with the DPU's objectives.
Duties and Responsibilities: The Associado(a) de Pesquisa Quantitativa will perform a variety of tasks under the supervision of the project management, including:
Planning and methodological design: Developing methodological designs, research plans, and analytical matrices; defining monitoring and evaluation strategies for policies, programs, and projects; ensuring technical rigor and adherence to UNDP standards.
Data analysis: Executing diagnostics, modeling, historical series, and segmentations; conducting territorial analyses and scenario readings for social policies; integrating multiple national data sources to identify patterns and trends.
Data management: Structuring, cleaning, documenting, and managing complex databases; developing processing routines and statistical modeling using languages such as R, Stata, or Python; ensuring quality, traceability, and reproducibility of information.
Development of visualizations and dashboards: Creating interactive dashboards and visualizations using applications like Power BI, Shiny, ArcGIS, QlikView/QlikSense; ensuring clarity, analytical precision, and utility for decision-making.
Production and communication of results: Writing technical reports, methodological notes, executive summaries, and analytical briefs; participating in meetings, workshops, and events to present and disseminate findings.
Technical supervision and quality control: Supporting the supervision of products and contracted consultancies; reviewing methodologies and verifying the analytical consistency of deliverables. The incumbent may also perform other functions deemed necessary for the project's successful operation.
Required Qualifications: The position requires a minimum of 6 years of relevant professional experience for candidates with a high school diploma or 3 years for those with a university degree. Candidates must have experience in data extraction, treatment, and analysis from national databases, as well as the ability to conduct scenario readings and analyses in the field of social policies. Additionally, candidates should possess at least 3 years of experience (professional and/or academic) in areas related to human rights, access to justice, and the protection of vulnerable populations' rights. Proficiency in programming languages for data analysis (such as R, Python, and Stata) and familiarity with tools for developing interactive dashboards and spatial analysis (including Power BI, Shiny, QlikView/QlikSense, and ArcGIS) are essential. Experience in writing research reports and producing analytical texts supported by evidence, with the ability to synthesize and interpret data, is also required.
Educational Background: Candidates must have a completed high school diploma. A university degree in Statistics, Social Sciences, Public Policy, Economics, Law, or related fields will be given due consideration, although it is not a strict requirement. Advanced degrees such as a master's or doctorate in relevant fields from recognized higher education institutions are preferred.
Experience: Candidates should have a minimum of 6 years of relevant professional experience if they hold a high school diploma, or at least 3 years if they possess a university degree. This experience should include data extraction, treatment, and analysis from national databases, as well as the ability to conduct scenario readings and analyses in the field of social policies. Experience working with public institutions, especially within the justice system, and involvement in international technical cooperation projects with UNDP or other international organizations is highly desirable.
Languages: Fluency in Portuguese is required for this position. A basic level of English is desirable but not mandatory. Proficiency in additional languages may be considered an asset.
