Job Overview:
The ICLA Coordinator will play a pivotal role in the implementation of the Information, Counselling and Legal Assistance (ICLA) project portfolio in Moldova. This position involves managing the ICLA team, ensuring effective capacity building, and transferring essential skills to team members. The coordinator will oversee the delivery of legal services and capacity building initiatives, ensuring that all activities align with NRC's strategies and procedures. The role requires a proactive approach to identifying and addressing the needs of individuals most in need of protection, as well as exploring innovative ways to enhance assistance. The ICLA Coordinator will also contribute to the development of ICLA strategies and project proposals, ensuring that all activities are documented and reported accurately.

Duties and Responsibilities:
The ICLA Coordinator will have a comprehensive set of responsibilities, including but not limited to:
  • Line management of ICLA project field staff, ensuring adherence to NRC policies and procedures.
  • Contributing to the development of ICLA strategies and drafting project proposals.
  • Managing and implementing the delegated portfolio of ICLA projects, including adherence to timelines, budgets, and documentation.
  • Providing regular progress reports to the ICLA Project Development Manager (PDM).
  • Ensuring that projects target individuals most in need of protection and exploring new ways to assist.
  • Promoting ideas for improvement in project activities.
  • Capacity building of project staff and transferring key skills.
  • Conducting protection risks and needs analyses.
  • Ensuring proper filing of all project documents. 1
  • Liaising with local authorities and stakeholders. 1
  • Promoting PSEA standards within NRC and among project participants. 1
  • Implementing Safe and Inclusive Programming (SIP) minimum standards. 1
  • Supporting the integration of SIP elements into technical documents. 1
  • Monitoring project activities for safety and inclusion. 1
  • Coordinating ICLA field activities and maintaining partnerships with legal aid providers. 1
  • Monitoring field activities and ensuring technical quality of services. 1
  • Managing project cycle management of implementing partners. 1
  • Overseeing ICLA data management systems. 1
  • Reporting on implementation aspects. 2
  • Documenting issues arising during legal aid services. 2
  • Contributing to proposals, reports, and budgets. 2
  • Conducting technical assessments and presenting recommendations. 2
  • Contributing to advocacy efforts related to legal protection programming. 2
  • Organizing and facilitating trainings and workshops. 2
  • Performing additional tasks as requested by the ICLA PDM.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a mid-level project implementation role, preferably within the humanitarian or development sector. Legal expertise is essential, along with documented results related to the position's responsibilities. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) is required, as well as fluency in English, both written and verbal. Candidates should also have experience working in complex and volatile contexts and with vulnerable and marginalized groups.

Educational Background:
A university degree in law or a related field is required for this position. Experience working as a lawyer is considered an asset, as is an understanding of international human rights and humanitarian laws and regulations. Knowledge of the displacement context in Moldova is also beneficial.

Experience:
The position requires a minimum of 3 years of relevant experience in project implementation, particularly in humanitarian or development settings. Candidates should have a proven track record of managing projects effectively and achieving documented results in similar roles.

Languages:
Fluency in Romanian and Russian is mandatory for this position, as these languages are essential for effective communication with beneficiaries and stakeholders. Proficiency in English is also required, as it is the working language of the organization.
