Job Overview: The Quantity Surveyor position at UNRWA involves a variety of responsibilities centered around the analysis and management of construction costs. The incumbent will report directly to the Measurement, Cost & Contracts Engineer and will be tasked with checking and analyzing architectural, structural, mechanical, and electrical drawings to extract measurements and convert them into quantities. This role requires the preparation of cost estimates and cost analyses for valuation purposes, including variation orders and claims. The Quantity Surveyor will also maintain a cost information database for the works under their responsibility, ensuring that it is updated for construction and maintenance price analysis. Additionally, the role includes assisting the supervisor in conducting random technical quality and cost verifications of final accounts and Agency-supplied materials for construction and maintenance projects. The incumbent will participate in the verification of interim and final project accounts as needed and will document and maintain records of taking-off sheets, standard forms for construction and maintenance works, specifications, and other relevant forms. The position may also require the performance of other duties as assigned by the supervisor, making it a dynamic and integral role within the organization.
Duties and Responsibilities: The Quantity Surveyor will be responsible for the following duties:
Check and analyze architectural, structural, mechanical, and electrical drawings to extract measurements and convert them into quantities.
Produce total and description for each item and verify unclear items with designers to ensure accuracy and consistency.
Prepare cost estimates and cost analyses for valuation purposes, including variation orders, claims, and other related items.
Carry out cost comparisons for different types of construction systems and advise on feasibility and cost-effectiveness.
Maintain cost information and database for the works under responsibility, updating it for construction and maintenance items price analysis.
Assist the supervisor in conducting random technical quality and cost verification of final accounts and Agency-supplied materials for construction and maintenance projects.
Participate in the verification of interim and final project accounts when required.
Document and maintain records of taking-off sheets, standard forms for construction and maintenance works, specifications, and other relevant forms.
Perform other duties as may be assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree from an accredited educational institution in quantity surveying, construction economics, or a related discipline. Additionally, candidates should have at least two years of experience in quantity surveying duties related to construction and maintenance works. A strong knowledge and experience in utilizing specialized quantity surveying software for billing, estimating, cost control, and cash flow management is also required. Knowledge of the latest developments in construction materials, methods, and market rates is desirable.
Educational Background: The educational background required for this position includes a university degree from an accredited institution in quantity surveying, construction economics, or a closely related field. This educational foundation is essential for understanding the complexities of construction projects and effectively managing costs.
Experience: The position requires a minimum of two years of relevant experience in quantity surveying duties, specifically within the context of construction and maintenance works. This experience should demonstrate the candidate's ability to effectively manage costs, analyze construction drawings, and utilize quantity surveying software.
Languages: For this position, proficiency in English and Arabic is mandatory. Candidates must demonstrate a minimum level of proficiency in both languages according to the UN Language Framework. French is also recognized as a working language of the United Nations Secretariat, but it is not a requirement for this position.
Additional Notes: This position is a Fixed Term Appointment for one year, with the possibility of extension based on the availability of funds, satisfactory performance, and ongoing need. The grade and salary for this position is Grade 12, with a monthly basic salary of JD 780.0
Additional benefits include a monthly Provident Fund contribution (15.4% of the basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. Other benefits include two days of sick leave for each completed month of service, 14 weeks of maternity leave, and two weeks of paternity leave. This vacancy notice is open to internal candidates only, and only candidates residing in Amman and within commuting distance of the duty station with authorization to work in Jordan are eligible to apply. The Agency will not facilitate the issuance of work permits, and without a valid work permit, the appointment may be rescinded. The incumbent may be required to travel within the Agency's area of operations and may need to work outside normal duty hours on an on-call basis. Preference will be given to registered Palestine refugees and candidates who can assist the Agency in achieving gender parity.
