Job Overview: The Project Officer position at UNESCO's Doha Office is integral to the successful implementation of the 'Youth Employment through Heritage and Culture in Yemen' (YECHY) project. This initiative aims to enhance livelihood opportunities for women and youth through cultural heritage rehabilitation and the cultural and creative industries (CCI). The Project Officer will assist the Project Manager in coordinating project activities, ensuring compliance with UNESCO standards and donor requirements, and leading communication and visibility actions. The role requires a proactive approach to strengthen partnerships with Civil Society Organizations (CSOs) and stakeholders in the cultural and creative sectors, contributing to the project's overall goal of stabilizing and supporting recovery efforts in Yemen. The Project Officer will engage in various activities, including cultural heritage rehabilitation, youth employability initiatives, and capacity development for CSOs and SMEs in the culture sector, ensuring high-quality delivery aligned with UNESCO's mission and values.
Duties and Responsibilities: The Project Officer will have a diverse set of responsibilities, including:
Programme implementation and support to coordination: Assisting the Project Manager in planning, coordinating, and implementing project activities according to approved workplans and budgets. Monitoring field activities conducted by implementing partners and CSOs, ensuring timely delivery and quality control. Preparing technical documents, briefs, mission reports, and inputs for donor reports.
Communication, visibility, and advocacy: Leading the development and implementation of the project's communication and visibility plan in compliance with EU and UNESCO guidelines. Supervising the production of communication materials, including stories, videos, press releases, and social media content. Maintaining regular communication with stakeholders and the public through various channels. Documenting project achievements and lessons learned.
Support to CSOs and the CCI: Designing and implementing capacity-building programs for CSOs, SMEs, and youth-led cultural initiatives. Coordinating grants, training workshops, cultural events, and entrepreneurship activities. Monitoring CSO and SME performance against agreed deliverables.
Partnerships and stakeholder engagement: Facilitating cooperation between UNESCO, authorities, donors, and cultural actors. Maintaining and strengthening partnerships with Yemeni cultural institutions and international development partners. Supporting high-level missions and coordination meetings as needed.
Administrative and contractual support: Assisting in drafting terms of reference, contractual documents, and procurement requests. Monitoring contracts for consultants and implementing partners. Supporting financial and administrative processes in line with UNESCO's standards.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in cultural management, communications, international development, international relations, social sciences, or related fields. Alternatively, a Bachelor’s degree combined with a minimum of 5 years of relevant professional experience in cultural development, heritage safeguarding, communications, and project management is acceptable. Candidates should demonstrate proven experience in project coordination and partnership management, with strong organizational skills and the ability to meet tight deadlines. Integrity, discretion, and the ability to work in multicultural environments are essential. Knowledge of results-based management and monitoring tools is also required, along with strong communication and storytelling skills, including the capacity to prepare digital content.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as cultural management, communications, international development, international relations, or social sciences. A Bachelor’s degree is acceptable if combined with significant professional experience in related areas, specifically in cultural development and project management.
Experience: A minimum of 4 years of relevant professional experience is required, particularly in cultural development, heritage safeguarding, communications, and project management. Candidates should have experience in supporting resource mobilization efforts and engaging with international development partners in fields related to UNESCO’s mandate. Experience in conflict-affected or post-crisis contexts, especially in the Arab region, is highly desirable.
Languages: Candidates must have excellent knowledge of English and Arabic, both written and spoken. Proficiency in these languages is essential for effective communication and reporting within the role.
Additional Notes: The position is a temporary appointment with a duration of 1 to 6 months, with the possibility of renewal subject to availability of funds and satisfactory performance. The initial contract is set to last until 31 May 202
