Job Overview:
The Communications Officer will play a crucial role in supporting the ILO's technical cooperation project in Qatar, which began in 201
  • This position involves managing communications needs for the project, which aims to enhance the protection of migrant workers' rights and implement labor laws and policies in Qatar. The officer will be responsible for creating and disseminating information materials across various platforms, including social media and the project's webpage. The role requires collaboration with various stakeholders, including government institutions and media representatives, to promote the organization's activities and ensure effective communication strategies are in place. The officer will also be involved in high-level missions and events, requiring strong organizational and communication skills to prepare briefing materials and manage public engagements effectively.

Duties and Responsibilities:
The Communications Officer will be tasked with a wide range of responsibilities, including: originating, writing, and editing information materials for dissemination across all platforms; commissioning and editing brochures, press kits, articles, and infographics in both English and Arabic; ensuring consistent messaging aligned with ILO communication guidelines; developing and maintaining databases of target audiences; maintaining contacts with media representatives and government communication focal points; acting as a liaison for communication and public information specialists; managing the ILO Office's social media accounts and website; conducting research and proposing ideas for multimedia products; preparing summaries of relevant legislation and policies; promoting gender equality in communications activities; and undertaking other duties as assigned by the ILO Country Office Director.

Required Qualifications:
Candidates must possess an advanced university degree in communications, journalism, international relations, liberal arts, or a related field. Alternatively, a first-level university degree in one of these fields, combined with two additional years of relevant experience, will be accepted. The role requires excellent writing skills, good interpersonal and communication abilities, and the capacity to adapt messages for diverse audiences. Familiarity with ILO policies and procedures, as well as experience working with government institutions or UN organizations, is advantageous. Candidates should also have knowledge of audio/visual production techniques and the ability to evaluate information needs effectively.

Educational Background:
The ideal candidate should have an advanced university degree in communications, journalism, international relations, liberal arts, or a related discipline. A first-level university degree in one of these fields, along with two additional years of relevant experience, is also acceptable. This educational background is essential for understanding the complexities of communication in an international context and for effectively engaging with various stakeholders.

Experience:
Candidates should have at least five years of relevant professional experience in public information or related fields at the national level, or three years at the international level. Experience in developing knowledge products, such as analytical briefs and reports, is required. Familiarity with the Arab region and experience working with government institutions or UN organizations will be considered an advantage. The role demands a strong understanding of communication strategies and the ability to work effectively in a multicultural environment.

Languages:
Excellent knowledge of English and Arabic is mandatory, with the ability to draft high-quality policy content in both languages being essential. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate with a broader audience and engage with diverse stakeholders effectively.
