Job Overview:
The Gender Programme Specialist plays a crucial role in advancing gender equality within UNICEF's programming framework. This position is primarily technical and programmatic, focusing on providing guidance and operational support throughout all stages of programming. The Specialist will facilitate the management and delivery of results that contribute to gender equality, aligning with the Gender Action Plan (GAP). Responsibilities include supporting senior program colleagues and management in advancing targeted gender priorities, ensuring coherence and efficiency in resource utilization, and working collaboratively across sectors to mainstream gender. The role also involves monitoring and evaluating gender programming, conducting assessments, and providing technical input on emergency programming. The Specialist will engage with various stakeholders, including government agencies and NGOs, to promote gender-sensitive approaches in all aspects of UNICEF's work.

Duties and Responsibilities:
  • Provide management and advisory support to the Deputy Representative and participate in key leadership teams to ensure gender is strategically included in programming.
  • Coordinate with Regional Gender Advisors and Headquarters to monitor and report on gender-related funds.
  • Lead the gender component of reporting on country-level program expenditures and provide technical input on funding proposals.
  • Contribute to evidence-based program planning on gender and integrate gender indicators into program initiatives.
  • Support monitoring and evaluation of gender results, ensuring high-quality reporting and accountability mechanisms.
  • Provide technical support to national governments and partners on gender programming and emergency preparedness.
  • Liaise with external partners to build and maintain strategic alliances for gender equality.
  • Document and share best practices in gender programming and support capacity building for staff and partners.

Required Qualifications:
Candidates must possess an advanced university degree (Masters or higher) in Social Sciences, public health, public policy, international development, or a related field. Academic credentials in gender studies are a strong asset. Candidates should have a minimum of five years of progressively responsible professional experience in gender and development programming, with a demonstrated track record of leading substantive research and programming initiatives. Strong analytical, conceptual, and design" style="border-bottom: 1px dotted #007bff !important;">program design skills relevant to gender and development are essential, along with the ability to integrate gender into humanitarian responses. Excellent communication skills, both written and oral, are required, as well as the ability to work collaboratively in a multi-cultural environment.

Educational Background:
An advanced university degree (Masters or higher) in Social Sciences, public health, public policy, international development, or a related area relevant to UNICEF's work is required. Academic credentials in gender studies are highly desirable, reflecting a strong foundation in gender issues and their implications for children and families.

Experience:
A minimum of five years of progressively responsible professional experience in gender and development programming is required. Candidates should have a proven track record of leading substantive programming and research initiatives focused on gender equality. Experience in designing, implementing, and managing results-based programs, particularly in emergency contexts, is an asset. Familiarity with UNICEF's Gender Action Plan and its implementation is also beneficial.

Languages:
Fluency in French is required for this position, as it is essential for effective communication within the context of Côte d'Ivoire. Working knowledge of English is considered an asset, as it may facilitate collaboration with international partners and stakeholders.
