Job Overview:
The Consultant, Head of Finance and Administrative Services will play a crucial role in ensuring the effective stewardship of the African Risk Capacity (ARC)’s resources. This position involves managing the financial and budgetary requirements of ARC, providing innovative resource management solutions that align with the strategic objectives of the organization. The consultant will work under the direct supervision of the ARC Director General, ensuring compliance with financial policies and procedures, and overseeing accurate financial reporting in accordance with International Public Sector Accounting Standards (IPSAS). The role requires a strategic view of resource and financial management, providing information and advice to managers and stakeholders, and ensuring value for money while overseeing risks and weaknesses in programs and operations. The consultant will also lead the annual budget process, present to the ARC Finance and Audit Committee, and oversee ongoing project performance against budget, ensuring adherence to guidance and policies.

Duties and Responsibilities:
1) Define the service in line with ARC strategies and policies to ensure transparent and efficient utilization of ARC’s financial resources and identify areas for savings. 2) Provide technical advice on the design and implementation of financial policies and procedures, particularly regarding the operational independence of ARC. 3) Oversee accurate financial reporting and analyses, ensuring compliance with IPSAS, and prepare monthly financial reports and the yearly consolidated ARC Financial Report. 4) Manage financial and accounting matters, including trust funds and liaising with senior management and donors. 5) Take a strategic view of resource and financial management, providing assurance of value for money and oversight of risks. 6) Lead the annual budget process and present to the ARC Finance and Audit Committee. 7) Provide expert advice on fund utilization and propose innovative solutions to resource issues. 8) Oversee administrative services and human resource functions related to staff benefits and recruitment. 9) Ensure best practice financial controls and conduct periodic risk assessments. 10) Drive innovative financial solutions to achieve programmatic goals and improve financial policies. 11) Lead, motivate, and coach a team of staff and consultants. 12) Contribute to preparedness actions and provide technical recommendations regarding risk analysis. 13) Carry out visits to suboffices as necessary to review operational policies and procedures. 14) Other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree in Finance, Business Administration, Accounting, or related fields. Alternatively, a first university degree in the same subjects with additional years of related work experience and membership in a recognized professional accountancy body such as ACCA or CPA is acceptable. Candidates should have a strong understanding of financial management principles and practices, particularly in the context of international organizations. Knowledge of WFP administrative policies and procedures, especially in finance and administration, is highly desirable. Candidates should also demonstrate a commitment to WFP's values and principles, including integrity, collaboration, and inclusion.

Educational Background:
An advanced university degree in Finance, Business Administration, Accounting, or related fields is required. A first university degree in the same subjects, combined with additional years of relevant work experience and membership in a recognized professional accountancy body, is also acceptable. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to manage complex financial operations effectively.

Experience:
Candidates should have at least twelve (12) years of progressively responsible professional experience in business management, particularly in financial operations at the international level. This experience must include supervisory roles at a senior level, demonstrating the ability to manage large and complex operations effectively. Familiarity with WFP financial systems, particularly WINGS, is an advantage. Candidates should also have experience supporting directors and managers on financial planning and resource management issues.

Languages:
A working knowledge (proficiency/level C) of English and French is mandatory. Additionally, limited knowledge (intermediate/level B) of another UN official language, such as Spanish or Portuguese, is desirable. Proficiency in multiple languages enhances communication and collaboration within the diverse environment of WFP and ARC.

Additional Notes:
The position is a regular consultancy with a duration of 6 months, with the possibility of extension subject to funding availability. The role is based in Abidjan, Côte d'Ivoire, and may require travel to other locations, including Lusaka, Zambia, and Rome, Italy, for operational reviews.
