The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The organization focuses on supporting countries in achieving their development priorities as outlined in national plans, such as Burundi's National Development Plan 2018-2027 and Vision 2040-2060.

Job Overview:
The Development Coordination Officer, Economist, is responsible for providing substantive advice and facilitating evidence-based analysis regarding the status of the Sustainable Development Goals (SDGs). This role involves supporting the UN Resident Coordinator (RC) and the United Nations Country Team (UNCT) in their advocacy efforts, particularly in areas related to SDG acceleration, economic transformation, and SDG financing. The officer will coordinate the development of integrated SDG programming cycles and promote knowledge management around these agendas, ensuring a shared understanding of sustainable development trends and challenges. The position requires a strong analytical background and the ability to engage with various stakeholders to foster partnerships that support economic policies aligned with the SDGs.

Duties and Responsibilities:
  • Conduct evidence-based analysis of the SDGs and provide advice to the RC and UNCT on SDG acceleration and economic transformation.
  • Advocate for partnerships within the UN System and with national counterparts to support economic policy reframing for SDG acceleration.
  • Coordinate the development of integrated SDG programming cycles, including roadmaps and annual reports.
  • Manage knowledge generation around SDG acceleration and financing, promoting collaboration and sharing best practices.
  • Monitor regional and global economic trends and their implications for SDG acceleration.
  • Support the RC and UNCT in developing joint programmes that promote SDG acceleration.
  • Engage with the private sector to identify SDG financing opportunities.
  • Prepare flagship reports on SDG acceleration and financing, ensuring data analysis supports policy recommendations.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in sustainable development policy, economic research, and analysis. Knowledge of economics is essential, with familiarity in development economics and relevant experience at national or international levels being desirable. Candidates should demonstrate the ability to apply development economics theory to specific contexts and conduct high-quality economic research. Understanding of SDGs and UN Normative agendas is also desirable, along with experience in coordinating multi-stakeholder processes and strong analytical and writing skills.

Educational Background:
An advanced university degree (Master's degree or equivalent) in economics, development studies, public policy, public finance, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in sustainable development policy, economic research, and analysis is required. Candidates should have a strong understanding of SDG financing and experience in coordinating multi-stakeholder processes.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of II in reading, writing, listening, and speaking for each language according to the UN Language Framework.
