Job Overview:
The Senior Finance Associate (Accounting & Treasury Coordinator) plays a crucial role in managing the financial resources of the IOM Brazil Country Office. This position is responsible for overseeing the resources management functions, ensuring compliance with IOM's financial policies and regulations. The incumbent will provide procedural guidance to managers and staff, supervise and train finance support staff, and manage financial resources effectively. The role requires collaboration with various units at Headquarters and Administrative Centres, and the Senior Finance Associate will be expected to provide specialized advice and support to Project Managers and other senior officials on financial and administrative matters. The position also involves preparing annual budget submissions, monitoring compliance with financial policies, and providing regular financial information to support decision-making processes.

Duties and Responsibilities:
The duties and responsibilities of the Senior Finance Associate include:
  • Managing financial resources by monitoring and controlling assets, reserves, funds, and supplies in accordance with IOM rules and regulations.
  • Providing procedural guidance and training to finance support staff.
  • Offering specialized advice to Project Managers and senior officials on financial and administrative matters.
  • Assisting in the preparation of annual budget submissions and revisions, including estimating costs for various operational needs.
  • Monitoring compliance with financial policies and procedures.
  • Consolidating data into financial statements and monitoring expenditures to ensure they remain within authorized levels.
  • Providing regular and ad hoc financial information to support informed decision-making.
  • Ensuring that bank reconciliations for IOM accounts are performed and reviewed regularly.
  • Managing payroll processes and ensuring disbursements are made based on proper authorizations. 1
  • Assisting in responding to audit queries and following up on audit recommendations. 1
  • Reviewing and monitoring the maintenance of Vendor Accounts in the accounting system. 1
  • Verifying vendor claims for accuracy and compliance with IOM finance policies. 1
  • Assisting in the preparation of various financial reports as required. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Senior Finance Associate position include:
  • High School diploma with six years of relevant experience; or a Bachelor’s degree in Business Administration, Accounting, Finances, or a related field with four years of relevant professional experience.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Previous experience in SAP is a distinct advantage.
  • Prior work experience with international humanitarian organizations or government institutions in a multi-cultural setting is preferred.
  • Knowledge of financial rules and regulations, as well as Oracle ERP, is essential.
  • Strong attention to detail and the ability to organize paperwork methodically.
  • Discretion, client-oriented approach, and a willingness to learn new things are important traits.

Educational Background:
Candidates must possess either a High School diploma with six years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finances, or a related field with four years of relevant professional experience. It is important that the educational qualifications are from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of six years of relevant experience for candidates with a High School diploma, or four years of relevant professional experience for those with a Bachelor’s degree. Experience in financial management, accounting, and working with international organizations is highly desirable. Familiarity with SAP and Oracle ERP systems is also beneficial, as is experience in a multi-cultural work environment.

Languages:
Fluency in Portuguese and English is required for this position, both oral and written. Working knowledge of Spanish is considered desirable, which would enhance communication capabilities within the organization and with stakeholders.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Brazil will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
