Job Overview:
The Programme Associate position at UNICEF involves supporting the education section by executing various programme support functions that aid in the development, implementation, and monitoring of the country programme. The role requires collaboration with various staff members, external partners, and agency counterparts to ensure effective programme delivery. The Programme Associate is responsible for providing regular feedback on project statuses, monitoring milestones, and advising on necessary improvements to keep activities on track. This position is crucial for ensuring that UNICEF's mission to promote children's rights is effectively realized through well-managed programmes.

Duties and Responsibilities:
The Programme Associate will facilitate the development of programme cooperation agreements (PCAs) by providing necessary information and drafting relevant sections. Responsibilities include ensuring timely and accurate processing of government and NGO proposals for direct cash transfers (DCTs), conducting programme monitoring in UNICEF focus districts, and performing regular spot checks of partner projects to assess financial record-keeping and reporting systems. The role also involves monitoring the distribution of supplies for effective programme delivery, compiling and analyzing qualitative and quantitative data, and preparing reports and presentations. The Programme Associate will manage transactions in VISION, ensuring compliance with annual work plans and tracking expiring programme grants. Additionally, the position requires preparing financial reports for the country office and donors, supporting capacity development activities, and maintaining accountability for administrative and project support activities in the education section.

Required Qualifications:
Candidates must have a minimum of six years of administrative or clerical work experience. A bachelor’s degree from a recognized institution in a relevant field may substitute for three years of experience, while a master’s degree may replace an additional two years. Prior experience in programme support functions and relevant experience in a UN system agency is considered an asset. Strong organizational, planning, and prioritizing skills, along with a high sense of confidentiality and good judgment, are essential for this role.

Educational Background:
Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization. A bachelor’s degree in a relevant field is highly desirable and can significantly enhance a candidate's qualifications for the position.

Experience:
The position requires a minimum of six years of relevant administrative or clerical work experience. Candidates with a bachelor’s degree may have three years of experience waived, while those with a master’s degree may have an additional two years waived. Experience in programme support functions, particularly within a UN agency, is advantageous and will be viewed favorably during the selection process.

Languages:
Fluency in English and Uzbek is mandatory for this position. Knowledge of Russian is considered an asset and may enhance a candidate's ability to perform effectively in the role.
