Job Overview:
The National Consultant will provide expert and technical advice to the Ministry of Social Policy, Family and Unity (MoSPFU) on data collection, analysis, and reporting related to the National Action Plan (NAP) 1325 on Women, Peace, and Security (WPS). This role involves preparing the 2025 annual report and finalizing reporting for the period of 2021-202
  • The consultant will design and conduct workshops to enhance the reporting capacities of government officials and civil society, ensuring alignment with methodological guidelines. The consultant will also collect data for the annual reporting process and prepare analytical reports to support the implementation of NAP 1325, contributing to the overall goal of enhancing women's meaningful participation in governance and peace processes in Ukraine.

Duties and Responsibilities:
  • Design and prepare a series of workshops on the use of the NAP 1325 reporting tool to build reporting capacities of the Government, its responsible line ministries, the security and defense sector, regional authorities, and civil society.
  • Deliver three online workshops for NAP 1325 reporting focal points, including preparation of workshop materials, agendas, and reports.
  • Collect data for the 2025 annual reporting process and prepare the draft report for review and approval.
  • Prepare the final report on the implementation of NAP 1325 for the period 2021-2025, including all necessary annexes.
  • Develop a brief analytical report on the implementation of NAP 1325, including infographics.
  • Collaborate closely with MoSPFU and UN Women throughout the assignment, ensuring all deliverables meet the required standards and timelines.

Required Qualifications:
  • Advanced University Degree (Master’s degree or equivalent) in public administration, law, social science, international relations, international human rights, gender studies, or related fields.
  • At least five years of relevant work experience in human rights, gender equality, governance, public administration, or related fields.
  • Technical and capacity-building experience in national and international legal frameworks on WPS agenda implementation and NAP 1325 reporting mechanisms.
  • Proven experience in drafting and providing advisory/technical support to government institutions on gender equality and women’s empowerment.
  • Solid experience working with MoSPFU and engaging women’s rights organizations.
  • Strong drafting and analytical skills, with a proven understanding of human rights and gender equality commitments in Ukraine.

Educational Background:
Candidates must possess an Advanced University Degree (Master’s degree or equivalent) in relevant fields such as public administration, law, social science, international relations, international human rights, or gender studies. This educational background is essential for understanding the complexities of gender equality and women's empowerment issues.

Experience:
The position requires at least five years of relevant work experience following the attainment of a Master’s degree. This experience should be in fields related to human rights, gender equality, governance, public administration, or similar areas. Candidates should demonstrate a strong background in technical and capacity-building roles, particularly in relation to the implementation of the Women, Peace, and Security agenda and the NAP 1325 reporting mechanisms.

Languages:
Fluency in both Ukrainian and English is mandatory for this position. Proficiency in these languages is essential for effective communication and reporting, as all reports must be submitted in English, while supporting documents can be in Ukrainian.

Additional Notes:
This consultancy is home-based with occasional visits to the MoSPFU and UN Women offices as needed. Financial arrangements will be based on deliverables, with payments disbursed upon submission and endorsement of reports. The level of remuneration will be determined according to the UN salary scale. All reports must include supporting documents, and candidates are expected to adhere to UN Women’s policies and procedures, including undergoing rigorous background checks.
