Job Overview:
The consultant will collaborate with the WHO Türkiye Country Office to enhance the Ministry of Health Türkiye's Field Epidemiology Training Programme (FETP). This role is crucial in developing advanced capacity training and institutionalizing the Frontline FETP. The consultant will be involved in the EU-funded 'Health security" style="border-bottom: 1px dotted #007bff !important;">Security in Türkiye' Project, which aims to bolster health security through integrated preparedness and response to epidemic threats. The project has been extended to support recovery efforts following the February 2023 earthquakes, focusing on capacity building for health professionals in Türkiye. The consultant's responsibilities will include designing training modules tailored to the Turkish context, ensuring the sustainability of the FETP, and enhancing epidemiological capacity at the provincial level.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables: 1) Planning, designing, and developing the Advanced FETP Outbreak and Surveillance Training Module, including submitting a final training package and workshop report by April 30, 202
  • 2) Developing the Advanced FETP Türkiye Disease Modelling Training Module and conducting a workshop for advanced participants, with a report due by May 31, 202
  • 3) Adapting the 3-month Frontline FETP Modules to the Turkish context, with a report due by June 30, 202
  • 4) Co-delivering the Frontline FETP Module training and developing evaluation tools to assess training effectiveness. 5) Planning and co-delivering the FETP Non-Communicable Diseases Module training, including participant assessments. 6) Co-developing at least three abstracts and scientific papers for dissemination to stakeholders, with an activity report to be submitted upon completion.

Required Qualifications:
Candidates must possess a first university degree in Public Health, Epidemiology, or a related field. A graduate of a recognized Field Epidemiology Training Programme (FETP) or equivalent is desirable, as is a Master’s degree in one of the aforementioned fields. Essential qualifications include a minimum of 5 years of progressively responsible experience in epidemiology and/or FETPs, including training delivery and mentorship, as well as experience working with Ministries of Health and international organizations. Candidates should also have experience in infectious disease control and prevention, with at least 3 years of international exposure.

Educational Background:
The educational background required for this position includes a first university degree in Public Health, Epidemiology, or a related field. A graduate of a recognized Field Epidemiology Training Programme (FETP) or equivalent is highly desirable, along with a Master’s degree in a relevant field, which would enhance the candidate's qualifications for this consultancy role.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in the fields of epidemiology and Field Epidemiology Training Programmes. This includes experience in training delivery and mentorship, as well as working with Ministries of Health and international organizations. Candidates should have up to 5 years of experience in the control and prevention of infectious diseases, particularly epidemic diseases, and should have demonstrated experience in outbreak investigation, disease surveillance, and epidemiological research. At least 3 of the 5 years should involve international exposure, showcasing the candidate's ability to work in diverse environments.

Languages:
Essential for this position is expert knowledge of English in reading, writing, and speaking. Desirable is intermediate knowledge of Turkish, which would facilitate communication and training delivery in the local context.

Additional Notes:
The consultancy is expected to be on-site at the Republic of Türkiye Ministry of Health, Public Health Directorate, and WHO Türkiye Country Office in Ankara. The consultant is expected to travel for the delivery of activities. Remuneration is set at a minimum of 7000 USD per month, in accordance with WHO consultant remuneration guidelines. Living expenses will be provided to internationally recruited on-site consultants based on official per diem rates. The maximum contract duration is 6 months, with the possibility of extension.
