Job Overview:
The IT/Telecommunications Officer role at WFP involves a comprehensive range of responsibilities focused on planning, budgeting, and managing IT and telecommunications systems in alignment with WFP standards and operational needs. The officer will be tasked with maintaining secure and efficient networks, supporting users, overseeing procurement processes, and contributing to reporting and cost-efficiency efforts. This position is crucial in supporting emergency preparedness, inter-agency coordination, and capacity building through training and supervision of junior staff. The officer will work closely with various stakeholders to ensure that IT services are effectively delivered, enabling staff to provide food assistance to beneficiaries in line with WFP’s strategic objectives. The role requires a proactive approach to problem-solving and a commitment to delivering high-quality, client-focused services that enhance the overall effectiveness of WFP's operations.

Duties and Responsibilities:
  • Develop plans and budgets for IT/Telecommunications systems, ensuring alignment with business needs and adherence to WFP corporate standards.
  • Monitor and maintain IT/Telecommunications systems and networks, ensuring data security and access controls are in place.
  • Install and configure new computer hardware to improve system performance and contribute to technology upgrades.
  • Prepare technical specifications and tender documents for the procurement of IT/Telecommunications equipment and services, ensuring cost-effectiveness.
  • Analyze data to prepare accurate reports on IT/Telecommunications activities, investments, and costs, identifying opportunities for cost-efficiency.
  • Maintain technical expertise and stay updated on industry developments.
  • Provide advice to managers and users, resolving issues and ensuring compliance with IT policies and procedures.
  • Guide and supervise junior staff, supporting them with complex analyses and queries.
  • Contribute to staff capability building through the design and review of training programs in IT and Telecommunications. 1
  • Coordinate with other UN agencies to align activities and enhance inter-agency collaboration in IT and Telecommunications. 1
  • Interact effectively with internal and external colleagues to understand their needs and provide appropriate technical support. 1
  • Follow emergency preparedness practices to ensure WFP can maintain basic IT services during crises. 1
  • Contribute to operational plans and resource requirements during emergencies. 1
  • Perform other related tasks as required.

Required Qualifications:
Candidates must possess an advanced university degree in Computer Science or a related field, with a minimum of three years of relevant work experience. Alternatively, a first university degree combined with additional years of related work experience and/or training may be acceptable. Candidates should demonstrate a strong understanding of IT systems and telecommunications, as well as experience in managing technical projects and teams. Proven analytical skills and the ability to develop innovative solutions are essential for success in this role.

Educational Background:
The position requires an advanced university degree in Computer Science or a related field. A first university degree may be acceptable if accompanied by additional relevant work experience and/or training. Candidates should have a solid foundation in IT principles and practices, as well as familiarity with telecommunications systems and technologies.

Experience:
The ideal candidate should have a minimum of three years of relevant work experience in IT and telecommunications, with a proven track record of managing projects and delivering technical support in a complex environment. Experience in emergency response and the implementation of IT systems in crisis situations is highly desirable. Candidates should also have experience in training and supervising junior staff, as well as collaborating with various stakeholders to achieve organizational goals.

Languages:
Fluency in English (level C) is mandatory, along with proficiency in the local language of the duty station, which is Turkish in this case. Additional language skills may be considered an asset, particularly in the context of WFP's diverse operational environment.

This position is based in Ankara, Turkey, and reports to the Head of the Enabling Services unit. The role is full-time and may involve occasional travel to field locations.
