Job Overview:
The Associate Human Resource Officer position is a critical role within the HR Business Partners Division of ADB's Budget, People, and Management Systems Department. This position is designed for individuals who are passionate about human resources and are eager to contribute to the optimization of staffing resources within the organization. The role involves providing comprehensive HR support to Heads of Departments and Senior Directors, ensuring that HR procedures are effectively implemented throughout the employee life cycle. The Associate Human Resource Officer will play a vital role in talent management initiatives, focusing on the retention and development of staff, and will be responsible for analyzing workforce data to inform strategic HR decisions. This position requires a proactive approach to HR functions, with an emphasis on improving processes and enhancing employee relations. The successful candidate will be expected to work independently while also collaborating with various divisions within ADB to support HR initiatives and projects.

Duties and Responsibilities:
The duties and responsibilities of the Associate Human Resource Officer include, but are not limited to:
  • Providing expert guidance and advice to client departments on HR procedures related to employee life cycle actions, including promotions, performance management, transfers, and mobility.
  • Analyzing workforce data to prepare annual workforce planning and recommending actions to optimize human resources.
  • Supporting client departments in identifying and developing their talent pipeline, including succession planning.
  • Drafting and monitoring staff actions in client departments, ensuring timely processing of various HR actions such as transfers and end-of-probation evaluations.
  • Contributing to HR initiatives and coordinating efforts across different divisions within BPMSD.
  • Reviewing non-recruitment related HR processes and proposing improvements to templates and systems.
  • Providing career development advice and counseling to staff, facilitating access to coaching and training interventions.
  • Assisting in managing employee relations matters and coordinating with legal teams as necessary.
  • Contributing to special projects related to talent management and supporting the implementation of HR programs such as the Young Professional Program and Internship Program. 1
  • Performing other tasks as assigned in accordance with the workplan.

Required Qualifications:
Candidates for the Associate Human Resource Officer position must possess a Bachelor's degree in human resources, economics, psychology, social sciences, business administration, or a related field. Advanced training or practical experience in HR is preferred. Additionally, candidates should have at least 5 years of relevant professional experience, demonstrating a solid understanding of HR policies, processes, and procedures. Knowledge of talent management and position management is essential, along with experience in managing employee relations matters and project management. Strong analytical skills, the ability to prioritize tasks effectively, and excellent oral and written communication skills in English are also required. Proficiency in utilizing AI generative tools to enhance HR processes is a plus.

Educational Background:
The educational background required for the Associate Human Resource Officer position includes a Bachelor's degree in a relevant field such as human resources, economics, psychology, social sciences, or business administration. Experience:

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on organizational needs and individual performance. The role is open to both internal and external applicants, and multiple positions may be filled from this opening.
