Job Overview: The Monitoring and Evaluation (M&E) Analyst position is crucial for promoting results-based management and enhancing program effectiveness within the UNDP framework. The role involves leading the design and implementation of innovative monitoring and evaluation frameworks, ensuring the application of social and environmental safeguards across projects, and strengthening results reporting. The M&E Analyst will work independently under the guidance of the Deputy Resident Representative, collaborating closely with program/project and operations teams to ensure that programs are designed, implemented, monitored, and evaluated effectively. This position requires a proactive approach to managing evaluations, quality assurance, and the application of results-based management principles across the organization.
Duties and Responsibilities: The M&E Analyst will lead and manage the planning, implementation, quality assurance, and follow-up of evaluations in accordance with UNDP evaluation policies. Responsibilities include developing and implementing evaluation plans, managing decentralized evaluations, and ensuring compliance with corporate standards. The analyst will oversee results reporting and performance management, ensuring the accuracy and integrity of program data. Additionally, the role involves promoting evidence-based monitoring and evaluation practices, supporting program teams in annual work planning, and ensuring alignment with corporate quality standards. The M&E Analyst will also be responsible for strengthening program risk management and environmental safeguards, providing oversight and quality assurance for their implementation. Knowledge management is another key aspect of the role, where the analyst will synthesize evaluation evidence into actionable learning products and deliver capacity development on M&E practices.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as Business Administration, Project Management, Public Policy, International Development, or related disciplines. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. The position requires a minimum of 2 years of relevant experience with a master's degree or 4 years with a bachelor's degree in monitoring and evaluation, program management, and working with quality assurance instruments. Proficiency in using office software and data management tools is essential, along with experience in results reporting and evaluation processes. Knowledge of Enterprise Risk Management policies and environmental/social safeguards is highly desirable.
Educational Background: An advanced university degree (master's degree or equivalent) in a relevant field such as Business Administration, Project Management, Public Policy, Public Administration, International Development, Public Health, Data Science, Demography, Social Research, Environmental Studies, or other related disciplines is required. A first-level university degree (bachelor’s degree) in the aforementioned areas, combined with two years of qualifying experience, will also be considered in lieu of the advanced degree.
Experience: The position requires a minimum of 2 years of relevant experience in monitoring and evaluation, program management, and working with quality assurance instruments, with a demonstrated background in analyzing socio-economic and environmental issues. Candidates with a master's degree should have at least 2 years of experience, while those with a bachelor's degree should have 4 years of relevant experience. Experience in using computers, office software packages, and advanced knowledge of data management tools is essential. Familiarity with audit processes and oversight mechanisms is an asset.
Languages: Fluency in oral and written English and Bahasa Melayu is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration within the diverse environment of UNDP.
