Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director, Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security, is responsible for leading the implementation of the EpiC Philippines Global Health Security (GHS) workplan, which is part of a larger global health initiative funded by the U.S. Department of State. This role involves overseeing the delivery of technical support to the Government of the Philippines at both national and subnational levels, with a focus on strengthening preparedness, enabling rapid detection, and ensuring timely responses to infectious disease threats. The Deputy Director will provide strategic technical and operational leadership, ensuring that all activities align with national regulations and international frameworks. The position requires a strong emphasis on collaboration with various stakeholders, including government agencies and local health units, to achieve measurable capacity building and effective public health responses.
Duties and Responsibilities: The Deputy Director will serve as the technical and operational lead for the EpiC Philippines GHS workplan, guiding the planning and delivery of GHS activities with a focus on timeliness and quality. Key responsibilities include:
Designing, coordinating, and executing all GHS workplan activities, acting as the primary contact for relevant topics at the country level.
Providing technical direction for the development and implementation of annual workplans, budgets, and staffing, ensuring alignment with project objectives and government priorities.
Ensuring strong technical integration across various public health domains, including surveillance, laboratory systems, biosafety and biosecurity, and community engagement.
Leading efforts to build the technical capacity of government counterparts and promoting innovative approaches to strengthen public health responses.
Developing and maintaining strategic relationships with key stakeholders and representing EpiC at national and subnational meetings.
Collaborating with regional and HQ-based teams to ensure consistency and quality across project activities.
Overseeing the lifecycle of subawards and assessing performance on technical activities.
Supporting the professional development of direct reports and promoting a culture of learning and continuous improvement.
Required Qualifications: Candidates must possess comprehensive knowledge of Global Health Security concepts and capabilities, with subject matter expertise in one or more GHS domains such as prevention, detection, and response. Familiarity with the International Health Regulations Monitoring and Evaluation framework tools is preferred. Strong organizational, problem-solving, and project management skills are essential, along with the ability to influence and negotiate effectively. Candidates should demonstrate leadership experience in managing multi-component public health projects and possess excellent oral and written communication skills in English, with proficiency in Filipino/Tagalog being preferred.
Educational Background: A Master’s degree in infectious diseases, epidemiology, public health, or a related field is required. A Project Management certification is preferred, indicating a strong foundation in managing complex projects effectively.
Experience: Candidates should have at least 12 years of relevant technical or project management experience in public health practice, infectious diseases, or global health security, including a minimum of 8 years in leadership roles. Experience managing teams of technical advisors and collaborating with national governments and multilateral organizations is essential. Prior work experience with international NGOs and within the Philippine public health system is highly preferred, along with a demonstrated understanding of global health security and monitoring and evaluation processes.
Languages: Fluency in English is mandatory, with excellent communication skills required. Proficiency in Filipino/Tagalog is preferred, as it will facilitate better engagement with local stakeholders and communities.
Additional Notes: This position may require travel within the country, estimated at 25-50%. The role involves direct supervision of a team of Technical Advisors and requires a commitment to fostering a culture of learning and continuous improvement.
