Job Overview: The Policy Analyst position at UNDP is integral to the Thailand Policy Lab (TPLab), which focuses on advanced policy research, experimentation design, knowledge management, and cross-sector collaboration. The role involves generating evidence-based policy recommendations and co-developing innovative approaches with various stakeholders, including public, private, and community entities. The Policy Analyst will report to the Project Manager/Head of TPLab and work closely with the Policy Innovation Lead and other team members. This position offers a unique opportunity to engage in a creative, cross-functional environment where policy and innovation converge, ultimately shaping the future of public service in Thailand. The analyst will lead and support comprehensive research and policy innovation initiatives across prioritized domains such as social protection, inclusive development, and climate action, utilizing advanced analytical methods and participatory processes to create actionable recommendations.
Duties and Responsibilities: The Policy Analyst will be responsible for leading and supporting the design, execution, and evaluation of research and policy innovation initiatives. This includes conducting applied policy research on complex development challenges, utilizing advanced data analysis and innovative methodologies. The analyst will coordinate interdisciplinary teams throughout the policy cycle, from problem framing to experimentation and evaluation. Key duties include developing high-quality outputs such as research papers and policy briefs, leading policy experiments, and collaborating with a diverse range of stakeholders to co-create contextually relevant solutions. Additionally, the analyst will facilitate inclusive policy dialogues, document lessons learned, produce knowledge products, and maintain strategic relationships with key institutions. The role also involves contributing to internal learning and supporting the planning of national and international events.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as Economics, Business Administration, Public Administration, International Development, or Social Sciences. Alternatively, a first-level university degree (Bachelor’s) combined with two additional years of relevant experience will be considered. Applicants should have a minimum of two years of professional experience in public policy design and analysis, with a strong understanding of policy innovation tools and data analytics. Experience in leading the development of high-quality policy agendas and products is essential, along with proven skills in knowledge management and the ability to engage with diverse stakeholders.
Educational Background: An advanced university degree (Master’s degree or equivalent) in fields such as Economics, Business Administration, Public Administration, International Development, Social Sciences, Demographics, Jurisprudence, or related disciplines is required. A first-level university degree (Bachelor’s degree) in the aforementioned areas, combined with two additional years of relevant experience, will also be considered in lieu of an advanced degree.
Experience: The position requires a minimum of two years of relevant professional experience, particularly in designing and analyzing public policy processes. Candidates should have a professional level of expertise in applying policy innovation tools and processes, as well as data analytics and strategies for public and private sector innovation. Experience in leading the development of policy agendas and products from research to implementation is highly desirable.
Languages: Fluency in English and Thai is mandatory for this position. Proficiency in additional languages may be considered an asset, but English and Thai are the primary languages required for effective communication and collaboration within the role.
