Job Overview:
The Technical Programme Officer/Deputy Programme Manager will play a pivotal role in the implementation of the PROSPECTS Partnership Programme in Ethiopia, which aims to address the challenges posed by large mixed migration movements. This position involves providing technical support and assistance in the day-to-day management of the programme, ensuring that objectives, outputs, and activities are met in accordance with ILO policies and guidelines. The incumbent will collaborate closely with various stakeholders, including the Ethiopia programme team, ILO constituents, and other partners, to facilitate the execution of the programme and work plan. The role requires a strong focus on enhancing socio-economic inclusion for forcibly displaced persons and strengthening the resilience of host communities through inclusive development initiatives. The incumbent will also be responsible for monitoring, evaluation, and learning activities, ensuring that the programme's impact is effectively assessed and communicated.

Duties and Responsibilities:
The incumbent will assist the Chief Technical Adviser (CTA) in the implementation of the PROSPECTS Ethiopia Programme by providing technical inputs, planning, monitoring, and evaluation of activities. Key responsibilities include ensuring effective management of the programme's budget, supporting relationships with relevant ministries and organizations, providing technical advice on skills development and employment programming, and promoting synergies across various programme outcomes. The incumbent will also participate in relevant UN and development partners' working groups, support the preparation of technical progress reports, and contribute to resource mobilization efforts. Additionally, the role involves capacity building of implementing partners and promoting ILO policies related to forced displacement and labor market access.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Development, Economics, Law, Social Sciences, International Development, Public Administration, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields, combined with two additional years of relevant experience, will be accepted. The position requires at least five years of relevant professional experience, particularly in refugee and displacement policies, labor market integration, and familiarity with ILO policies and procedures. Experience working with UN agencies, government departments, and in crisis settings is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in fields such as Development, Economics, Law, Social Sciences, International Development, or Public Administration. A first-level university degree (Bachelor’s or equivalent) in a related field, along with additional relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of labor market dynamics and the socio-economic challenges faced by forcibly displaced persons.

Experience:
The position requires a minimum of five years of relevant professional experience. Candidates should have a strong background in refugee and displacement policies, particularly in relation to labor market and livelihood integration. Familiarity with ILO policies and technical programmes, as well as experience working with UN agencies and government departments, is advantageous. Experience in crisis settings will also be beneficial, as the role involves addressing the challenges posed by forced displacement.

Languages:
Excellent knowledge and command of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions and communities served by the programme. Strong communication skills in both written and spoken formats are essential for effective collaboration with diverse stakeholders and for the preparation of reports and documentation.

The contract type for this position is Fixed Term, with a duration of 12 months. Extensions are subject to the availability of funds and the continuing need for the functions performed.
