Job Overview: The Global ICT Category Buyer position is a vital role within the Global Procurement Unit (GPU) of MSF International. The primary function of this position is to develop and lead global procurement strategies that manage and optimize procurement spending for ICT-related categories. This role is essential in ensuring that procurement activities align with MSF's strategic objectives and respond effectively to the needs of various MSF entities. The Global ICT Category Buyer will work closely with various stakeholders, including IT departments, project managers, and other procurement professionals, to ensure that procurement processes are efficient, compliant, and tailored to the specific needs of MSF's operations. The position requires a strategic mindset, strong analytical skills, and the ability to foster collaborative relationships across the organization.
Duties and Responsibilities:
Conduct comprehensive analyses of the ICT category to develop strategies that align with the needs of MSF entities and the strategic objectives of the GPU.
Establish effective communication channels to capture the needs of different entities and operationalize strategic priorities into actionable plans.
Lead sourcing processes for goods and services within assigned categories, ensuring compliance with procurement policies and internal client requirements.
Develop and maintain in-depth knowledge of market trends affecting assigned categories to optimize supply chain and mitigate risks.
Monitor and analyze key performance indicators to assess procurement activities and identify areas for improvement.
Manage supplier relationships, performing segmentation and ensuring a balanced supplier base while implementing strategies for developing partnerships with priority suppliers.
Serve as the focal point for strategic suppliers, monitoring performance and ensuring corrective actions are taken when necessary.
Build and maintain a network of stakeholders, providing advice and feedback based on category expertise and ensuring clear communication regarding category activities.
Required Qualifications: Candidates must possess strong analytical and strategic thinking skills, with a proven ability to develop and implement procurement strategies. Excellent communication and interpersonal skills are essential for building relationships with suppliers and stakeholders. Candidates should have a deep understanding of procurement processes and policies, as well as experience in managing supplier relationships. A proactive approach to problem-solving and the ability to work autonomously within a collaborative environment are also required. Familiarity with sustainability practices in procurement is a plus.
Educational Background: A bachelor's degree in business administration, supply chain management, or a related field is required. A master's degree or additional certifications in procurement or supply chain management is highly desirable. Candidates should have a strong foundation in procurement principles and practices, as well as knowledge of ICT products and services.
Experience: A minimum of 5 years of experience in procurement, with a focus on ICT categories or related fields, is required. Candidates should have a track record of successfully managing procurement projects and supplier relationships. Experience working in an international or humanitarian context is an advantage, as is familiarity with MSF's operational environment.
Languages: Fluency in English is mandatory, while proficiency in French or other languages spoken in MSF's operational regions is considered an asset. Candidates should be able to communicate effectively with diverse stakeholders across different cultural contexts.
